Year-Round Shelter Selects Operator, Plans to Open This Winter

Hillsboro's future year-round shelter will be operated by Project Homeless Connect Washington County, whose staff bring more than 17 years of experience serving people experiencing homelessness in our community.

Based on the organization's experience, commitment to equity, detailed staffing plan, and housing-focused approach, the City of Hillsboro and Washington County selected Project Homeless Connect after a competitive Request for Proposals.

Project Homeless Connect's qualifications include:

  • Seven years of successful shelter management experience
  • A focus on connections to longer-term housing support
  • Commitment to racial equity, with plans for bilingual & bicultural staffing
  • Ability to provide 24/7 trauma-informed staffing at livable wages & remain within budget
  • Strong history of collaborative partnerships & connection to the Hillsboro community

Project Homeless Connect joined project partners for a site tour last week and will lead development of operations and policies, as well as help engage the community in creating a Neighborhood Plan, also known as a Good Neighbor Agreement.

Meanwhile, shelter construction is advancing rapidly with all electrical completed, individual shelter pods intact, dry wall in progress, solar panels installed, and plumbing underway. Substantial completion of construction is expected by this fall.

Updated Timeline & Next Steps

With construction advancing rapidly and an operator on-board, the shelter is now expected to open to welcome guests by the end of the year.

Next steps include:

  • Community engagement to develop a Neighborhood Plan
  • Community Open House event

Once open, the year-round shelter will provide life-saving shelter for adults each night with wrap-around services, and pathways to long-term housing support.

Operations will be funded through Washington County's allocation of Metro's Supportive Housing Services measure.
