USDA Names Trump Administration Appointees to the South Dakota Farm Service Agency State Committee

Huron, S.D. - April 16, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the South Dakota USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for South Dakota are:

  • Mark Gross, Chair (Bridgewater) - Gross is a fourth-generation farmer who operates a diversified crop and livestock farm that produces corn and soybeans in Hutchinson County. He brings decades of leadership experience in agricultural organizations, including serving as president of the South Dakota Corn Growers Association and South Dakota Corn Utilization Council. He previously served as chairman of the South Dakota FSA State Committee.

  • Chance Davis, Member (Belle Fourche) - Davis is a fourth-generation cattle rancher. He has led livestock operations, drought planning, and storm response while supporting the transition to the next generation. He served on the Select Sires Member Cooperative Executive Board and the Bureau of Land Management Resource Advisory Council, along with community roles on the Belle Fourche School Board, Butte County Fair Board, Black Hills Regional Multiple Use Coalition, and the South Dakota Stockgrowers Association.

  • Douglas Noem, Member (Bryant) - Noem operates a diversified farming operation that produces corn, soybeans, alfalfa, and hogs, as he continues a family legacy of over five decades. He brings extensive leadership experience, including serving as president of the South Dakota Corn Growers Association, in various roles on national agricultural committees, and 12 years as a Hamlin County Commissioner.

  • Betsy Pravecek, Member (Winner) - Pravecek brings more than 25 years of financial and operational leadership in diversified agriculture. She oversees financial reporting, compliance, human resource functions, and strategic planning for multi-entity livestock and farming operations, including cow/calf management, feedyard operations, row crops, hay production, trucking, and custom farming. She also serves as chairman of the Board for Winner Regional Healthcare Center, contributing to rural community leadership and governance.

  • Brian Top, Member (Sioux Falls) - Top is a farmer with farming interests in Minnehaha County, South Dakota, and Rock County, Minnesota, where he raises corn and soybeans. He is a former district conservationist for the Natural Resources Conservation Service with nearly 30 years of federal service and now operates a private consulting firm specializing in soil, water, and environmental resource management. He has served in advisory roles for the South Dakota Farm Bureau and the Minnehaha Conservation District.

"These individuals, selected by Secretary Rollins in partnership with key stakeholders in each state, are held in high regard in the agriculture industry and are entrusted to ensure FSA programs are delivered in a manner consistent with federal farm policy and in the best interest of all agricultural producers in their state," said FSA Administrator Bill Beam. "Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump's America First, Farmers First policies."
