Bellwether Innovation Campus EB-5 Project Receives USCIS Form I-956F Approval

NEW YORK (September 29, 2026) CanAm Enterprises today announced that U.S. Citizenship and Immigration Services (USCIS) has approved the Form I-956F, Application for Approval of an Investment in a Commercial Enterprise, for the Bellwether Innovation Campus EB-5 Project, by letter dated September 22, 2026.

The project involves the ground-up construction of a 253,180-square-foot build-to-suit advanced manufacturing life sciences facility for TerraPower Isotopes, on an approximately 10-acre site within the 1,300-acre Bellwether District in Philadelphia, Pennsylvania. HRP Group is the project's developer.

Form I-956F approval reflects USCIS's determination that the investment in the project complies with the requirements of the Regional Center Program under the EB-5 Reform and Integrity Act of 2022. With this approval, CanAm has now received Form I-956F approval for 18 projects under the Act.

The project's $110.4 million EB-5 loan closed in June 2026.
