Meeting of Permanent Interdepartmental Commission on Anti-money Laundering, Combating Terrorism Financing, and Proliferation of Weapons of Mass Destruction (AML/CFT/PWMD)

On August 19, 2026, a regular meeting of the Permanent Interdepartmental Commission on Anti-money Laundering, Combating Terrorism Financing, and the Financing of Proliferation of Weapons of Mass Destruction (AML/CFT/PWMD) was held. The event was chaired by Zarif Alizoda, Assistant to the President of the Republic of Tajikistan on Legal Issues, and attended by representatives of relevant government agencies.

The Assistant to the President of the Republic of Tajikistan on Legal Issues opened the meeting, emphasizing the importance of preparing the country for the third round of mutual evaluation of the national system for anti-money laundering, combating terrorism financing, and financial risk control in virtual asset transactions, which has already begun and will continue until 2027.

During the meeting, the implementation of the decisions of the previous Commission meeting, the Action Plan to Eliminate Deficiencies and Mitigate Risks Identified During the Risk Assessment of Legal Entities and Legal Institutions on AML/CTF and PWMD in the Republic of Tajikistan, as well as the Report on the Risk Assessment on ML/TF/PWMD in the field of transactions with virtual assets, and the issue related to the CIS Anti-Terrorism Center list were discussed. The Report and the Action Plan were also approved.

Zarif Alizoda noted the importance of the new assessment stage for strengthening the stability and transparency of the national system and reported that, in accordance with the requirements of the third round of mutual evaluation, the questionnaire on technical compliance with the FATF recommendations was completed and submitted to the Secretariat of the Eurasian Group on Combating Money Laundering and Terrorist Financing (EAG) on August 3, 2026.

Meeting participants were also given specific instructions to complete a performance assessment questionnaire based on 11 FATF outputs and submit it, along with statistical data, to the EAG Secretariat by October 2026.

At the same time, in preparation for the virtual and in-person meetings with evaluators from the EAG ​​member countries planned for the third round of the Republic of Tajikistan's evaluation, relevant ministries and agencies were instructed to ensure the active participation of their representatives in the Working group and to continue collaborating with the Financial Monitoring Department under the National Bank of Tajikistan.
