At its meeting on 5 November 2025, the FDFA informed the Federal Council of the short-term measures adopted to provide support to the US peace plan for the Middle East. Switzerland is providing technical expertise in the areas of international humanitarian law, disarmament and demining. It will be stepping up its humanitarian aid to Gaza, and also aims to strengthen the Palestinian Authority. To help implement these measures, the FDFA is releasing an additional CHF 20 million in funding.
Concrete support for US peace plan and the UN's New York Declaration
The US's 20-point plan aims to end the war in Gaza and offer the prospect of lasting peace in the Middle East. It complements the New York Declaration adopted in September 2025 by the UN General Assembly and supported by Switzerland. The declaration commits states to working towards an end to the war, rejecting terrorism, implementing the two-state solution, and supporting regional integration based on international law.
There has been significant progress since the beginning of the ceasefire in Gaza on 10 October 2025, notably with the regard to the release of hostages. There has also been a greater inflow of humanitarian aid, though this remains insufficient. The Federal Council welcomes this progress and will help consolidate it by seconding four Swiss specialists to the Civil-Military Coordination Center (CMCC), which is led by the US in Kiryat Gat, Israel, and is responsible for coordinating the implementation of the plan. The specialists will contribute expertise in the fields of humanitarian aid, international humanitarian law, disarmament and demining. Through these secondments, Switzerland is actively contributing to the implementation of the plan by providing recognised technical expertise.
An additional CHF 10 million in humanitarian aid for Gaza
The FDFA will mobilise additional resources to provide targeted support for the stabilisation of the Middle East. It will immediately allocate CHF 10 million in humanitarian aid to Gaza in the form of contributions to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the International Committee of the Red Cross (ICRC) and the Palestinian Red Crescent (via the Swiss Red Cross). It is also calling for the reopening of the Jordanian humanitarian corridor, which is vital to the delivery of aid to Gaza. These measures are part of Switzerland's long-standing humanitarian commitment in the Middle East, and are in addition to the CHF 127 million already allocated since 7 October 2023.
Support for Palestinian institutions and regional dialogue
At the same time, Switzerland will contribute to advancing the reforms of the Palestinian Authority, particularly with regard to the judiciary, administration and political rights, in order to reinforce the viability of a future Palestinian state. To that end, it is also supporting the Emergency Coalition for the Financial Sustainability of the Palestinian Authority, created in September 2025 in New York, and is currently assessing how it can make a concrete contribution. In the spirit of dialogue and reconciliation, the FDFA is also examining the possibility of supporting exchanges between Israelis and Palestinians, in particular on an interfaith level. The FDFA will allocate up to CHF 10 million for these activities.
