Philadelphia Launches Virtual Inspections App, Ushering in a New Era of Building Safety and Service Delivery

New technology improves customers' experience, enhances safety and increases efficiency

PHILADELPHIA, PA- October 22, 2025, The City of Philadelphia is embracing innovation in municipal service delivery with the launch of its Virtual Inspection Program, a bold step into the future of building safety and compliance. Powered by the brand-new Virtual Inspections Application (VIA), this initiative modernizes how the Department of Licenses and Inspections- Inspections, Safety and Compliance Division (L&I ISC) conducts certain inspections-offering a safe, efficient, and convenient alternative to traditional in-person visits.

Currently, contractors, permit holders, property owners, licensees and other customers can now conduct selected inspections remotely using just a smartphone or tablet, with real-time guidance from a Certified City of Philadelphia Building Inspector.

How the Virtual Inspection Process Works

  1. Schedule an inspection via the City's eCLIPSE online portal or by calling 215-255-4040.
  2. On the scheduled date, the customer connects with the inspector through their mobile device.
  3. Using the device's camera, the customer follows the inspector's guidance to show specific areas of the property.
  4. The inspector conducts a full review live and in real time-asking questions, documenting compliance, and ensuring code requirements are met.

What Can Be Inspected Virtually?

The VIA program is ideal for a wide range of residential and light commercial inspections, including:

  • Water heater or furnace replacements
  • Window and siding installations
  • Moisture barrier checks
  • Kitchen and basement remodels
  • Roof and EZ deck inspections
  • Electrical audit permits
  • Curb traps
  • And other minor interior inspections in occupied buildings

  • All requests must be submitted by 8:00 a.m. for next-business-day scheduling.
  • Inspections are available Monday through Friday.
