On the evening of Tuesday, June 17, 2025, the Portland Police Bureau (PPB) monitored the South Waterfront for criminal behavior. The local U.S. Immigration and Customs Enforcement facility is in this neighborhood, and it has been the scene of protest activity over the last week-and-a-half. As a reminder, PPB does not engage in immigration enforcement as outlined in PPB Directive 810.10, but is still responsible for maintaining public safety and enforcing state laws.
In support of PPB's presence in the South Waterfront, an Incident Command Team was activated. The team managed numerous resources that included Dialogue Liaison Officers, Rapid Response Team, Sound Truck, Air Support Unit, and partners.
PPB did not observe criminal behavior until shortly after 10:00 p.m. when a demonstrator was seen defacing the federal facility. PPB officers developed a plan and moved in and arrested the individual without incident.
Suspect: Phoenix Singer, 32, of Portland, Criminal Mischief in the Second Degree
About an hour later, PPB officers arrested a second demonstrator who threw a rock at a federal officer.
Suspect: Tyler Cox, 40, of Portland, Attempted Assault of a Peace Officer, Attempted Assault in the Fourth Degree
PPB made no other arrests.
PPB members continue to conduct follow-up investigations into criminal activity over the course of the last week-and-a-half and forward cases to the Multnomah County District Attorney for prosecution when feasible. As a reminder, just because arrests are not made at the scene, when tensions are high, that does not mean that people are not being charged with crimes later.
