The JFTC has signed a Cooperation Arrangement with the European Commission

Japan Fair Trade Commission

The Japan Fair Trade Commission (hereinafter, "JFTC"), on 23rd July, 2025, signed a Cooperation Arrangement (hereinafter, "CA") with the Directorate-General for Communications Networks, Content and Technology of the European Commission (hereinafter, "DG CONNECT") and the Directorate-General for Competition of the European Commission (hereinafter, "DG COMPETITION") regarding Japan's Act on Promotion of Competition for Specified Smartphone Software and the EU's Digital Markets Act. The signing ceremony was held online.


The signers and outline of this CA are as follows:

1. Signers

JFTC: Mr. Hiroo Iwanari, Secretary General
DG CONNECT: Mr. Roberto Viola, Director General
DG COMPETITION: Mr. Olivier Guersent, Director General


2. Outline

(1) Purpose of Cooperation:

To establish a framework to cooperate through the exchange of information, to the extent permitted by applicable laws, on regulatory matters in the context of digital markets.

(2) Areas of Information Exchange and Cooperation:

Areas of common interest to participants, such as the application of the both acts to digital platforms, including best practices and past challenge, and market intelligence in relation to the behaviour of designated digital platforms.

(3) Confidentiality:

Any confidential information, in particular business secrets, cannot be shared without explicit prior consent from the source of information, and all the materials shard must be treated as confidential in line with relevant laws.
