Help Lawmakers Understand Costs of Proposed Legislation

Throughout the 89th Legislature, the Texas Association of Counties has been assisting the Legislature and the Legislative Budget Board (LBB) in its understanding of fiscal impacts from legislation through written estimates of the costs, savings and revenue gains or losses associated with a bill or joint resolution.

TAC relies on data and feedback from our members to provide the Legislature with estimates of the fiscal impact of proposed bills on county finances. TAC's legislative consultants and policy analysts will contact you to solicit your input, then assemble the collected data.

TAC is currently collecting data on the following bills.

HB 6 by Rep. Leach - Relating to discipline in public schools.

HB 19 by Rep. Meyer - Relating to the issuance and repayment of debt by local governments, including the adoption of an ad valorem tax rate and the use of ad valorem tax revenue for the repayment of debt.

HB 1463 by Rep. Jones, V. - Relating to the manufacture, transportation, storage and disposal of new and scrap tires; authorizing a fee.

HB 4175 by Rep. Lopez, R. - Relating to the adoption of a mental health leave policy for certain qualified employees.

SB 9 by Sen. Huffman - Relating to the release of defendants on bail, the duties of a magistrate in certain criminal proceedings, and the regulation of charitable bail organizations.

SB 302 by Sen. Perry - Relating to the payment of certain costs associated with certain assignments of a statutory probate court judge.

TAC has previously provided data collected from counties on the following bills.

HB 22 by Rep. Noble - Relating to the exemption from ad valorem taxation of intangible personal property.

HB 1109 by Rep. VanDeaver - Relating to an exemption from certain motor fuel taxes for counties in this state.

HB 3010 by Rep. Ashby - Relating to the establishment of the Rural Infrastructure Disaster Recovery Program.

HB 3199 by Rep. Craddick - Relating to the requirement that certain ad valorem tax-related notices be delivered to a property owner by certified mail.

SB 76 by Sen. Hall - Relating to elimination of the countywide polling place program.

SB 396 by Sen. Kolkhorst - Relating to confirmation of a voter's residence by a voter registrar.
