Congressman Keith Self (TX-03) introduced the Immigration Document Delivery Accountability Act of 2025, legislation that requires the U.S. Department of Homeland Security to implement trackable delivery measures for any immigration-related documents sent through the United States Postal Service.
"These documents can determine an individual's legal status, their ability to work, or whether they're ordered to appear in court," said Congressman Self. "Losing them in the mail is not just bureaucratic negligence, it's an accountability failure."
The bill mandates that any immigration document mailed by the U.S. Citizenship and Immigration Services (USCIS) include either:
• A USPS barcode or tracking number that enables full traceability, or
• A requirement for the recipient's signature upon delivery.
Documents handed to individuals in person are exempt from the requirement.
Recent reports of green cards, court summonses, and work authorization documents going missing in the mail have raised concerns over fraud, identity theft, and noncompliance with immigration enforcement. This legislation would standardize the use of basic commercial tracking tools already available, but currently inconsistently applied across USCIS field offices.
"This is a commonsense fix," Self added. "If we can track a $10 Amazon package, we should be able to track a federal immigration document."
