Proposal Description:Install a sidewalk on the west side of Sullivan Road, from 8th Avenue to 16th Avenue, and a pedestrian crossing, located between Central Valley High School and 11th Ave. The existing asphalt will be removed and replaced from 8th Avenue to 24th Ave. ITS infrastructure will be added to existing traffic signals and connected through underground conduit between 8th Avenue and 24th Avenue. Curb Ramps will be updated to current accessibility standards where required within the project limits. Storm structures and pipe networks will be installed throughout the length of the project and will infiltrate stormwater through a combination of existing and new drywells and silva cell drainage structures.

Review : The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. Pursuant to WAC 197-11-350, the proposal has been conditioned to include necessary mitigation measures to avoid, minimize, or compensate for probable significant impacts An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). The necessary mitigation measures are listed below. This decision was made after review of a completed environmental checklist and related information on file with the lead agency. This information is available to the public on request.
Determination: This MDNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date issued. Written comments may be submitted April 4, 2025, and must be received by 5:00 p.m. on April 18, 2025.

MITIGATION MEASURES: Prior to any ground disturbing activities, an Inadvertent Discovery Plan (IDP) shall be prepared by the applicant and submitted to the City of Spokane Valley. A copy of the IDP shall be kept on site at all times during construction activities.

Appeal: An appeal of this determination shall be submitted to the City of Spokane Valley Economic Development Department within 14 calendar days after the date issued. Appeals must be submitted by 4:00 p.m. on April 18, 2025. The appeal must be written, and specific factual objections made to the City's threshold determination. Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City's adopted Fee Schedule shall be paid at the time of appeal submittal. Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
