Brooklyn and Queens - Interborough Express (IBX)

Notice of Availability of Draft Scope and Public Scoping Session

Kings County, Queens County - The Metropolitan Transportation Authority (MTA), as lead agency, has made the Draft Scope for the proposed Interborough Express (IBX) available. The Draft Scope is available from the contact below and online at: mta.info/IBX

A series of public scoping sessions on the Draft Scope will be held:

  • October 29, 2025, from 5:30 p.m. to 8:00 p.m. at the Brooklyn College, Whitehead Hall located at 2710 Campus Road, Brooklyn, NY 11210
  • November 6, 2025, from 5:30 p.m. to 8:00 p.m. at the Christ the King High School Auditorium, located at 68-02 Metropolitan Avenue, Middle Village, Queens, NY 11379
  • November 12, 2025, from 10:00 a.m. to 12:00 p.m. and from 6:00 p.m. to 8:00 p.m. Virtually to register visit: mta.info/IBX

Public comments will be accepted until November 26, 2025.

The action involves the introduction of new light-rail transit (LRT) service along an existing grade-separated rail corridor currently used solely for freight operations. The project includes 19 stations, an operations facility and storage yard (OFSY) at the Brooklyn Army Terminal (BAT), and associated infrastructure. This 14-mile-long freight rail corridor comprises the Long Island Rail Road (LIRR) Bay Ridge Branch (11 miles) and 3 miles of the CSX Fremont Secondary. The corridor provides the opportunity to better connect some of the most densely populated and diverse communities of Brooklyn and Queens. IBX would take advantage of that opportunity by adding passenger service to the corridor to better connect these neighborhoods to the MTA's existing network by providing transfers to 17 subway lines, 50+ bus lines and the LIRR. IBX would serve the growing demand for travel within and among these Brooklyn and Queens communities. Passenger and freight operations would utilize separate, dedicated tracks, with no grade crossings between the two proposed within revenue service territory.

The project is located from Sunset Park, Brooklyn to Jackson Heights, in Queens, New York.
