Council Signs MOU With BioPower Energy, Generating U.S. Corn Demand

SEATTLE, WASH. - Today at Export Exchange 2026, U.S. Grains & BioProducts Council (USGBC) Chairman Jay Reiners signed a memorandum of understanding (MOU) with BioPower Energy, a joint venture of Quazar Investment and Petron Scientech that plans to build, own and operate a fully integrated biorefinery in the United Arab Emirates (UAE).

The MOU signified BioPower Energy's intention to procure 50 to 100 percent of its feedstock needs from U.S. suppliers with an initial guaranteed minimum floor of one million metric tons (39 million bushels) in purchases annually.

BioPower Energy Solutions CEO Sameer Salgar signed the MOU with Reiners and U.S. Department of Agriculture Foreign Agricultural Service Deputy Administrator for Trade Policy and Geographical Affairs Chris Riker observed the ceremony.

"This MOU is an outstanding example of international collaboration that benefits all parties. The Council is proud to be part of this joint effort to promote the continuous and stable growth of U.S. corn purchases while helping provide renewable fuels and reduced greenhouse gas emissions in the UAE and markets around the world," Reiners said.
