Council OKs $13.27M for housing, city services, homelessness support

The Fort Worth City Council has approved the City's 2025-2026 Annual Action Plan, which includes over $13 million in federal HUD grant funding to support affordable housing, home repairs, street improvements, services for people experiencing homelessness and programs for residents with HIV/AIDS.

The funding comes from four HUD programs:

  • Community Development Block Grant (CDBG) - For supporting housing, economic opportunities and community facilities and services, especially for low- and moderate-income individuals
  • HOME Investment Partnerships Program (HOME) - For building affordable housing and helping people buy homes.
  • Emergency Solutions Grant (ESG) - For helping the homeless population with shelter, rapid re-housing and prevention programs.
  • Housing Opportunities for Persons with AIDS (HOPWA) - For housing and supportive services for low-income residents with HIV/AIDS.

The City will:

  • Use the funds between Oct. 1, 2025, and Sept. 30, 2026.
  • Allocate over $1 million to partner with local nonprofits and agencies (such as Meals on Wheels, Girls Inc., Presbyterian Night Shelter, SafeHaven and others) to deliver services.
  • Waive about $265,000 in administrative fees so more money goes directly to programs.

Additional highlights of how the money will be spent:

  • CDBG ($7.15 million): Housing repairs, accessibility modifications for seniors and people with disabilities, youth programs, housing counseling and education, nutrition programs, financial fraud prevention workshops, employment services, street improvements, social services for low-income residents and more.
  • HOME ($2.84 million): Homebuyer assistance, new affordable housing in Mason Heights and redevelopment in Stop Six.
  • HOPWA ($2.73 million): Rental assistance, mortgage help, utilities support and supportive services for people with HIV/AIDS.
  • ESG ($616,000): Shelter operations, day services, rapid re-housing and homelessness prevention.

The grants are formula-based, meaning Fort Worth gets them each year based on population and income levels - not through a competitive process. They've been a consistent source of funding for City programs since the 1970s-1990s.
