Negative Declaration
Cattaraugus County - The Salamanca City Central School District , as lead agency, has determined that the proposed Salamanca City Central School District Capital Improvements Project, 2025 and Acquisition of Property will not have a significant adverse environmental impact. The action involves a proposal by the Salamanca City Central School District (District) to undertake a Capital Improvements Project, 2025 and Acquisition of Property which includes various renovations, upgrades, and improvements at District schools, facilities, and sites including a property acquisition and construction of a new transportation facility at that site.
At Prospect Elementary School, in order to accommodate the relocation of the 4th Grade from the Seneca Intermediate School, Early Childhood and pre-K for 3 year-olds programs, and additional special education space, proposed upgrades include a two-story, 16-classrooms addition, reconfiguration of select existing spaces including several classrooms for educational reprogramming, and miscellaneous upgrades such as select restrooms, cafeteria exterior window, metal panel, select doors, casework, boiler, and water pump for chiller. Driveways, drop-off loop, parking areas, and sidewalks may be reconfigured on the existing campus, and a main driveway with parking areas may be added on adjacent East State Street property which was previously publicly approved for acquisition. Site work may include drainage, fencing, landscaping, site lighting, demolition of existing structures, and a nature trail.
Proposed improvements at the High School, Seneca Intermediate School, and Bus Garage (Main Campus) include upgrades to Seneca Intermediate student restrooms, High School gymnasium bleachers, water heater pumps, pool pump filter system, and select doors, and safety and accessibility improvements including clock system, carbon monoxide detectors, and drinking fountains. The existing Bus Garage on the Main Campus is proposed to be reused for athletics facility, maintenance, and flex space uses possibly including partial renovations for restrooms, locker rooms, and storage.
Property at 4187 Kill Buck Road (Cattaraugus County Highway 49) is proposed to be acquired for the site of the construction of a new transportation facility which may include a reconstructed building for maintenance bays and administration / staff spaces and a reconstructed building for bus storage. Several deteriorated buildings may be demolished, and proposed site work includes paved driveways and parking areas, sidewalks, site lighting, landscaping, storm water management, and water and sanitary utilities.
The project is located at 50 Iroquois Drive Campus (Main Campus) including Salamanca High School, Seneca Intermediate School, and existing bus garage at 50 Iroquois Drive in the City of Salamanca; Prospect Elementary School, 300 Prospect Avenue, including adjacent 545 East State Street in the City of Salamanca; Proposed Acquisition Property: 4187 Kill Buck Road (Cattaraugus County Route 49) in the Town of Great Valley, New York.
