The project is looking for

Junior Non Key Expert (JNKE) - Reform Agenda


Purpose of Assignment: Support the beneficiary and Senior Non Key Experts (SNKEs) on Reform Agenda during the monitoring and reporting process for the Reform Agenda.
BACKGROUND
The overall objective of the project:
The contract aims to provide support and reinforcement to the capacities of the Montenegrin administration in the planning, programming, monitoring and coordination of EU and other international financial assistance, and in this manner accelerate the preparations for EU membership, as well as facilitate the effective management of the Eintegration process.

OUTCOMES
OUTCOME 1 -Support for the preparation and implementation of the strategic and operational planning and programming documents related to EU accession and acquis alignment.
OUTCOME 2 - Support for the development and implementation of the monitoring and reporting framework related to EU assistance.
OUTCOME 3 - Support for the preparation and implementation of Sector Operational Programmes in a selected number of areas and support to the establishment and capacity building of the relevant structures under IPA III and for the use of future ESI funds under the Chapter 22

ASSIGNMENT OBJECTIVE(S)
This assignment relates to OUTCOME 1, more specifically to the tasks within the following Outputs:
OUTPUT 1.4. Analyse options available through the Economic and Investment Plan and support the implementation, monitoring and reporting of IPA III and the Growth Plan.

MAIN TASKS AND DELIVERABLES:
The Junior Non-Key Expert on Reform Agenda shall support the beneficiary and SNKEs for the day-to-day activities related to the implementation, monitoring and reporting on the Reform Agenda in the preparation of various reports for the Government and the Commission as well as assist the beneficiary in the coordination efforts for the Reform Agenda
JNKE - Reform Agenda shall work closely with the Team Leader the Senior Non-Key Expert on Reform Agenda, other relevant Senior and Junior Experts, and the beneficiary to accomplish the activities, tasks and deliverables listed in the following table.

QUALIFICATIONS REQUIRED:
Qualifications and skills:

  • University Degree in the field of humanities or social studies or other fields relevant for the assignment, awarded on completion of min. (3) years of study.
  • Proficiency in written and spoken English.
  • Knowledge of local language will be considered an advantage.


General Professional Experience:

  • Minimum five (5) years of general professional experience.

Specific Professional Experience:

  • Experience in preparation, managing and implementation of EU funds.
  • Experience in monitoring of projects or programmes
  • Experience in public administration of Montenegro shall be considered an asset.

OTHER REQUIREMENTS:
The selected expert is not Civil Servant or other personnel of the public administration of Montenegro.
LOGISTICS AND SCHEDULE:
The activities are expected to be carried out in the period from September 2025 to July 2027 It is expected that JNKE will work on average 10 days per month except December and August when on average 5 days per month is expected.
The exact start date will be agreed at a later stage, after the Contracting Authority has given its approval to the Expert.

  • Expert Profile (in Europass or EUROPEAID format)
  • Scanned copies of diplomas proving the education level
  • Scanned copies of documentation proving work experience (Letters of recommendation, contracts or other certificates)
  • Motivation letter (1 page maximum)
