CONGRESSMAN MOYLAN CLARIFIES GUAM’S STATUS IN RURAL HEALTH TRANSFORMATION PROGRAM REAFFIRMS COMMITMENT TO GUAM’S HEALTH EQUITY AND FEDERAL ADVOCACY

(Washington, D.C.) In light of recent public statements and media coverage regarding Guam's exclusion from the Rural Health Transformation Program, Congressman Moylan issued the following statement to clarify the facts and reaffirm his commitment to securing federal health resources for the territory:

"Let me be unequivocal: Guam was not excluded from the Rural Health Transformation Program due to oversight or neglect. The legislation was crafted to address Medicaid reductions that apply only to the 50 states. Guam and other U.S. Territories are not subject to those reductions-and therefore were not included in this specific funding stream."

Upon learning of the inquiry last Saturday, August 31, 2025, Congressman Moylan immediately contacted the Governor to clarify the situation and ensure alignment in understanding the legislation's scope and intent.

"We acted swiftly to connect with the Governor and confirm the facts. We are united in our commitment to securing every possible resource for Guam's public health system. That coordination is essential-and ongoing."

While acknowledging the frustration expressed by local officials, the Congressman emphasized the importance of fact-based advocacy.

"I respect the passion and urgency expressed by our local health leaders. We all share the same goal: ensuring Guam's public health system is strong, resilient, and well-resourced. But it's critical that our advocacy be grounded in fact. Misinformation-however well-intentioned-risks undermining the trust our constituents place in us and the progress we are making."

Congressman Moylan confirmed that his office is actively drafting legislation to establish a parallel funding mechanism for the territories, modeled on the Rural Health Transformation Program framework.

"Guam is 100% rural. Our needs are unique, and our people deserve equitable investment. I am working to ensure that our island receives the support it needs-not through retroactive inclusion in a program that was never designed for us, but through a tailored solution that recognizes our distinct challenges."

He also highlighted the long-term development of a broader initiative to address Medicaid equity for the territories:

"The Access to Medicaid for Our Territories (AMOT) Act has been in development since last year, reflecting our long-standing commitment to securing equitable health care for Guam and other U.S. territories. This isn't a new idea-it's a necessary fix we've been actively advancing. Over the past year, we've been working closely with congressional offices across both chambers to build support and refine the proposal. The AMOT Act is designed to complement efforts like the Rural Health Transformation Program, ensuring that federal investments in our health care system are not just temporary fixes, but part of a broader, permanent solution."

He concluded by reaffirming his commitment to Guam's health equity and federal representation.

"I was elected to fight for Guam-and that is exactly what I'm doing. Our island deserves more than symbolic gestures. It deserves real solutions. I will continue to lead with clarity, integrity, and action."
