New CR Momentum Program Expands Transportation Access and Supports Self-Sufficiency

The City of Cedar Rapids, in partnership with Chain Reaction Bike Hub, launched CR Momentum, a sustainable transportation initiative providing commuter-ready bicycles, safety equipment, and basic-maintenance training to participants in the City's Family Self-Sufficiency (FSS) program.

CR Momentum is designed to reduce transportation barriers that can limit access to employment, education, housing stability, and essential services. The program is a collaboration between the City of Cedar Rapids, Chain Reaction Bike Hub, and local bicycle shops.

Through the program, volunteers at Chain Reaction Bike Hub assemble and safety-check commuter-ready bicycles using discounted parts sourced from local bike shops. Participants receive a bicycle, safety equipment, and hands-on training covering safe riding practices, basic maintenance, and route planning.

"The Family Self-Sufficiency Program has proven effective in reducing the dependence of Section 8 participants on public assistance. CR Momentum builds on that success by expanding access to reliable transportation, strengthening household stability and opportunity," said Sara Maples, the City's sustainability program manager. "It leverages talent and resources available through Chain Reaction Bike Hub and our local bike shops. The strong community partnership is what makes the program possible."

Bicycles provided through CR Momentum are intended to support long-term mobility, with participants agreeing to retain the bicycle for at least one year and complete brief follow-up surveys to help measure program outcomes related to transportation access and stability.

Funding for CR Momentum is provided through the City's Sustainability program, with additional support from Chain Reaction Bike Hub. Participants in the Family Self-Sufficiency program are referred to CR Momentum through case management staff within the City's Housing Division.

About the Family Self-Sufficiency Program

The City of Cedar Rapids' Family Self-Sufficiency Program (FSS) helps people move from housing-assistance programs toward long-term financial independence through goal setting, education, job training, and supportive services. Participation is voluntary and available to households receiving HUD housing assistance (such as Housing Choice Vouchers).

The program connects participants with coaching and resources to increase their income and resiliency over time. Some participants are eligible to build savings through an escrow account tied to increased earnings, creating additional pathways to housing and economic mobility.
