Duquesne Light Holdings Appoints Highmark Health CEO David L. Holmberg to Boards of Directors

PITTSBURGH - David L. Holmberg, CEO of Highmark Health, has been named vice chairman of the boards of directors of Duquesne Light Holdings (DLH) and Duquesne Light Company (DLC), effective Aug. 1.

Holmberg brings nearly two decades of executive leadership experience in the health care and insurance industries. As CEO of Highmark Health, a $32 billion blended health organization, he oversees one of the nation's largest Blue Cross Blue Shield insurers and a growing regional hospital and physician network serving millions of customers nationwide. Under his leadership, Highmark Health has grown annual revenue from $15 billion in 2013 to $32 billion in 2025 while expanding access to care, investing in digital innovation and strengthening its integrated payer-provider model.

"David is a distinguished executive whose track record of leading complex organizations, driving innovation and delivering long-term growth makes him an outstanding addition to our boards of directors," said DLH and DLC Board Chairman Joseph C. Guyaux. "His expertise in strategic leadership, customer experience and stakeholder engagement will strengthen our ability to guide the company through a rapidly evolving energy landscape. On behalf of the boards, I am pleased to welcome David and look forward to the insights and perspective he will bring to Duquesne Light."

Since joining Highmark in 2007, Holmberg has held a series of executive leadership positions, including president of Diversified Businesses and CEO roles overseeing HM Insurance Group, United Concordia Dental and Visionworks.

Kevin Walker, president and CEO of DLH and DLC and a member of the boards, added, "David's customer-focused mindset and ability to navigate change in dynamic industries will be tremendous assets to Duquesne Light. He understands the importance of delivering for customers, building strong relationships and investing in the communities we serve. We are excited to welcome David to the Duquesne Light family and look forward to working with him as we continue to build a cleaner, more resilient energy future."
"I am honored to join the boards of directors of Duquesne Light Holdings and Duquesne Light Company as vice chairman," said Holmberg. "Duquesne Light has been a pillar of our community for more than 100 years, and its longstanding commitment to serving customers should serve as an inspiration to other organizations in our region. I look forward to working with my fellow board members and company leadership to support DLC's continued success and its mission to deliver safe, reliable and innovative energy solutions."

Holmberg is chairman of Highmark Inc. and previously served as chairman of America's Health Insurance Plans (AHIP) and the Blue Cross Blue Shield Association. He also serves as chairman of The Allegheny Conference on Community Development and The Pittsburgh Cultural Trust and sits on the boards of directors of Allegheny Health Network and VSP Vision.
