The Kern County Board of Supervisors met today as scheduled for Tuesday's February 10, 2026, Board Meeting. Chairman Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4) were in attendance. Supervisor Leticia Perez (District 5) was in attendance for the morning meeting and absent from the afternoon meeting. Item No. 1 AM session:
The Board adopted a Resolution honoring Probation Division Director Eric M. Meyer upon his retirement with 30 years of dedicated service to the County of Kern.
Item No. 2 AM session:
The Board proclaimed February 2026 as Safely Surrendered Baby Awareness Month in Kern County.

Item No. 9 AM session:
The Board approved the Airports requested sole source procurement with Axon Enterprise, Inc., for the purchase and standardization of ten body worn cameras for the Department of Airport's Law Enforcement staff with supporting equipment and software over a five-year term beginning May 1, 2026.
Item No. 17 AM session:
The Board approved the mid-year status report for the Fiscal Year 2025-2026 Budget and mid-year budgetary adjustments and authorized the Auditor-Controller to process the specified budgetary adjustments and accounting transactions; Human Resources Division to amend the departmental positions and salary schedule.

Item No. 18 AM session:
The Board approved the Fiscal Year 2026-2027 budget development report and proposed General Fund contribution guideline.

Item No. 19 AM session:
The Board received and filed a report on Kern County's Transient Occupancy Tax (TOT) in comparison to California counties and Kern's incorporated cities and voted to approve staff's recommendation to take the following steps over the next three months: Polling services to determine voter sentiment for a TOT rate increase considering it will have minimal impact on Kern County residents; Conduct stakeholder engagement with the travel and tourism industry and Kern County's Chamber of Commerce; Prepare and present a full report on results of the polling data and stakeholder engagement feedback no later than May 19, 2026; and consider the introduction of an Ordinance no later than June 16, 2026, for submission to the Registrar of Voters for the November 3, 2026, general election.

Item No. 20 AM session:
The Board approved and adopted a Resolution for the District Attorney to submit a grant application to the California Governor's Office of Emergency Services (CalOES), for the Family Justice Center Program from April 1, 2026, through March 31, 2028, in the amount of $312,500.
Item No. 29 AM session:
The Board approved and adopted a Resolution for the Sheriff's Office to apply for the San Joaquin Valley Air Pollution Control District's 2026 New Alternative Fuel Vehicle Program Grant, for the purchase of ten ATR 528 Police eBikes, in an estimated total cost of $100,000. The eBikes will enhance patrol efforts in the community.
Item No. 5 PM session:
The Board held a public hearing for proposed Substantial Amendment to County of Kern Annual Action Plan for Fiscal Year 2024-2025 Community Development Programs and approved the substantial amendment to the Annual Action Plan to allocate HOME funds. The project includes the purchase of an existing duplex at 6413 Lynch Canyon Drive, Lake Isabella. Each apartment will be rented to a low-income household and comply with HUD Rent Limits.
Item No. 13 PM session:
The Board received and filed a referral response regarding procurement of a case management system for constituent services. The Board approved the selection of Indigov as the successful vendor to provide services and authorized the County Administrative Office to enter into an agreement to procure services. The case management system will allow district offices to improve responsiveness and target engagement to efficiently manage interactions across all communication channels and provide better constituent experiences that strengthen public trust.
Item No. 14 PM session:
The Board approved revisions to County Administrative Policy and Procedures Manual, Chapter 1, Human Resources Exhibit G, to comply with Senate Bill Number 533, requiring an effective prevention plan and training to ensure employees are apprised when new or previous hazards have been identified or changes have been made to the plan.
Items No. 17- 20 PM session:
The Board approved contributions to various community organizations to support programs, including the Rotary Club of China Lake Charitable Foundation, in the amount of $500 to support programs in the Indian Wells Valley area; Kern County Foundation, in the amount of $1,000, to support Keep Kern Beautiful; to Kern County 999 Foundation, in the amount of $600, to support families of peace officers; East Bakersfield High Athletic Booster, in the amount of $1,000, to support student activities; Bakersfield Built, in the amount of $1,500, to promote education and preservation of architectural heritage; Delano Chamber of Commerce, in the amount of $850 to support community event; and Kiwanis Club of Delano, in the amount of $300, to support families in need through the Giving Tree Project.

The Board approved Plans, Specifications, and Notice to Contractors for Camp Owens Security Cameras Project ID: 250577PRJ, Contract No. CS25-0006 and authorized General Services to publish notice to contractors of bid opening on Tuesday, March 24, 2026, at 11:00 a.m.

The Board approved Plans, Specifications, and Notice to Contractors for Heritage Park
Beautification - Phase IV Project ID: 250654PRJ, Contract No. CS25-0007 and authorized General Services to publish notice to contractors of bid opening on Tuesday, March 24, 2026, at 11:00 a.m.
