Senior appointment changes at the Urban Redevelopment Authority

The Ministry of National Development (MND) and Urban Redevelopment Authority (URA) announced today the following senior appointment changes at URA:

• Mr Lim Eng Hwee (林荣辉), 60, currently Chief Executive Officer (CEO) of URA will relinquish his current appointment on 31 August 2026;

• Ms Tan Shiao Ling, Adele (陈俏玲), 52, currently Deputy CEO and Chief Planner of URA, will be appointed as CEO of URA from 1 September 2026; and

• Ms Lim Li Chuen, Yvonne (林利娟), 49, currently Group Director (Physical Planning) of URA, will be appointed as Deputy CEO and Chief Planner of URA from 1 September 2026.

As CEO of URA since 2017, Mr Lim Eng Hwee has steered the strategic direction for Singapore's land use planning, reinforcing its standing as one of Asia's most liveable cities. He placed people and partnerships at the core of URA's mission, ensuring that our land use plans remain relevant, responsive, and aligned to the nation's evolving needs and the diverse aspirations of Singaporeans.

Under Mr Lim's leadership, URA delivered several major land use reviews such as the Draft Master Plans 2019 and 2025 as well as the Long-Term Plan Review (LTPR) 2022. His commitment to public and stakeholder engagement fostered a more inclusive land use planning process in Singapore, creating more opportunities for people from all walks of life to share their feedback and aspirations for the future Singapore in which they live, work, and play. The public engagement for the Draft Master Plan 2025 (DMP2025), carried out over two years from 2023 to 2025, was testament to this commitment. Mr Lim led URA in advancing plans for several business nodes and new growth areas across the island which bring more housing options, and a quality living environment with jobs and amenities closer to homes. This includes the plans for Jurong Lake District, Paya Lebar Air Base, and the rejuvenation of Orchard Road. To ensure sustainable development, he supported inter-agency and stakeholder collaborations on climate mitigation plans, such as the 'Long Island' project.

Beyond development plans, Mr Lim also steered URA's efforts to shape Singapore as a vibrant city with a rich identity. Recreational spaces were made more accessible and inclusive for Singaporeans, through islandwide projects like the Rail Corridor and the Recreation Master Plan as part of the DMP2025. In addition, he stewarded initiatives that celebrate heritage and identity and enliven the city, including the establishment of Identity Corridors and placemaking at key precincts like Marina Bay and Singapore River.

A strong champion of innovation and evidence-based planning, Mr Lim advanced the use of data and technology to better support decision-making. This led to URA being designated as the Whole-of-Government Urban Planning & Design Technology Centre of Excellence, fostering partnerships with stakeholders to harness data analytics and translate research outcomes into user-friendly tools that uplift planning capabilities across the government.

Mr Lim also prioritised organisational capability and people development. Through his leadership, URA forged a strong partnership with the Singapore Urban Redevelopment Authority Workers' Union and was awarded the National Trades Union Congress's Medal of Commendation in 2023 and the Plaque of Commendation (Star) in 2025.

As Deputy CEO and Chief Planner, Ms Tan Shiao Ling, Adele provided strategic leadership in translating national priorities into coherent long-term plans as well as near-term implementation plans. She steered the review of the DMP2025, shaping development strategies over the next 10 to 15 years through extensive public engagement to make Singapore a more liveable, inclusive, and endearing home. Ms Tan also led the formulation of the LTPR in 2022, integrating major national priorities into a flexible and forward-looking plan to guide Singapore's development for the next 50 years and beyond. Despite the challenges posed by COVID-19 restrictions during the LTPR, Ms Tan led a year-long engagement involving more than 15,000 people from the public, private, and people sectors, ensuring that long-term planning strategies were grounded in both technical rigour and the aspirations of Singaporeans. In addition, Ms Tan pushed the boundaries of planning innovation to better optimise Singapore's limited land. This included advancing the use of underground space by driving stronger coordination in the planning of infrastructure, storage, and utilities.

As Group Director (Physical Planning), Ms Lim Li Chuen, Yvonne led the conceptualisation and implementation of land use plans. Since 2015, she has driven successful Master Plan reviews, strengthening policy communication, public and stakeholder engagement as well as planning innovation. Notably, Ms Lim led the planning and execution of public engagement for the DMP2025, which saw over 220,000 people engaged and nearly 250,000 visitors to the exhibition, marking it as URA's most comprehensive public engagement to date. Under her leadership, key growth areas such as Jurong Lake District and new housing areas such as the former Bukit Timah Turf City were shaped through close collaboration with agencies, community stakeholders and the private sector, translating strategic intent into implementable plans for high-quality developments on the ground.
