This contract is for global, short-term dry cargo time and voyage charter services using roll-on/roll-off, multi-purpose, or vehicle carrier vessels to support U.S. Transportation Command (USTRANSCOM) strategic sealift missions. The base period of performance is from Sept. 1, 2026, to Aug. 31, 2031. The funding is fiscal 2026 to fiscal 2030 transportation working capital funds. Work will be performed at Navy and Marine Corps locations outside the continental U.S. (50%); and inside the continental U.S. (50%), and is expected to be complete by August 2031. The maximum dollar value, including the base period of five years, for all 10 contracts is $997,000,000. Fiscal 2026 (Navy) working capital funds in the amount of $10,000 for each awardee; and a seed task order in the amount of $587,438, will be obligated at time of award to satisfy the minimum guarantee. Funds will expire at the end of the current fiscal year. This contract was competitively procured via the SAM.gov website, with 17 offers received. Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.

Booz Allen Hamilton Inc., McLean, Virginia (M9549425D5001 P00005); Concurrent Technologies Corp., Johnstown, Pennsylvania (M9549425D5002 P00005); and KPMG LLP, McLean, Virginia (M9549425D5003 P00004), are each awarded a modification to a previously awarded firm-fixed-price, cost-reimbursement, indefinite-delivery/indefinite-quantity, multiple-award contract. The modifications increase the shared maximum ordering value by a combined $96,718,238, resulting in an estimated aggregate ceiling of $198,145,615 for all contracts, with the companies having an opportunity to compete for individual task orders. The contracts provide professional support services in support of Marine Corps Installations Command Headquarters. Work will be performed at contractor facilities (50%); the Pentagon, Arlington, Virginia (25%); Naval Support Facility, Arlington, Virginia (15%); other government facilities within the contiguous U.S (8%); and government facilities outside the contiguous U.S., including Hawaii and Guam (2%). Corvid Technologies LLC, Mooresville, North Carolina, is awarded a $33,856,428, firm-fixed-price, cost-plus-fixed-fee, and cost reimbursement, indefinite-delivery/indefinite-quantity contract to provide a weapon sled assembly for the Navy/Marine Expeditionary Ship Interdiction System. Work will be performed in Mooresville, North Carolina, and is expected to be complete by August 2034. No funds will be obligated at time of award. Funds will be obligated on individual task orders and individual delivery orders as they are issued. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. The Portfolio Acquisition Executive Marine Corps, Quantico, Virginia, is the contracting activity (M67854-26-D-1008). Riptide Technology Inc., Alexandria, Virginia, is being awarded a $27,736,469 cost-plus-fixed-fee contract for U.S. Naval Research Laboratory (NRL) research and development in support of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) for optimized, integrated operational space and ground systems. This contract includes options which, if exercised, would bring the cumulative value of this contract to $148,293,255. Work will be performed at the NRL, Washington, D.C., and is expected to be completed by August 2031. Fiscal 2026 research, development, test and evaluation (Navy) in the amount of $2,505,749 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was competitively procured as a small business set-aside with five offers received via Contract Opportunities on SAM.gov. Opportunities & Resources Inc., Wahiawa, Hawaii, is awarded a $12,226,983 firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N6247826D2402) for custodial services. This contract provides for custodial services to be performed at multiple locations. Work will be performed at various locations around Joint Base Pearl Harbor-Hickam, and is expected to be completed by June 31, 2032. The maximum dollar value, including the base period and [4] option years, is $90,000,000. Fiscal 2026 operations and maintenance funds in the amount of $12,226,983 will be obligated at time of award, and funds will expire at the end of the current fiscal year. This contract was a sole source through AbilityOne under the authority of 41 U.S. Code 8501-8506, Javits-Wagner-O'Day Act. Epsilon C5I Inc.,* San Diego, California, is awarded a $9,327,502 cost-plus-fixed-fee order (N6893626F5320) against a previously issued basic ordering agreement (N6893621G0003). This order provides for the continued expansion, evolution, implementation, and furnishing of VISION technology, a full-motion video, multi-intelligence analysis capability that produces analytic capacity by leveraging multi-source intelligence to accelerate the find, fix, track, target, engage, and assess process in support of Small Business Innovation Research Phase III topic N101-100, Multi-Source Imagery and Geopositional Exploitation in support of the Navy. Work will be performed in San Diego, California, and is expected to be completed in February 2027. Fiscal 2026 operations and maintenance (Defense Wide) funds in the amount of $4,655,199; and fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $4,519,125, will be obligated at the time of award; $4,655,199 of which will expire at the end of the current fiscal year. Sandtable Inc.,* Roswell, Georgia, was awarded a $45,291,762 firm-fixed-price contract for integrated mission planning and wargaming support. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 20, 2031. Head LLC, Columbus, Ohio, was awarded a $20,363,938 firm-fixed-price contract for the repair and widening of a taxiway. Bids were solicited via the internet with two received. Work will be performed in Eastover, South Carolina, with an estimated completion date of Sept. 30, 2027. Mobley Contractors Inc.,* Morrilton, Arkansas, was awarded an $18,803,862 firm-fixed-price contract for the construction of closure structures, including two stoplog and two sandbag structures, located on either side of bridges crossing levee units. Bids were solicited via the internet with three received. Work will be performed in Kansas City, Kansas, with an estimated completion date of Sept. 13, 2028. Fiscal 2026 civil construction funds in the amount of $18,803,862 were obligated at the time of the award. Big River Construction Inc.,* Astoria, Oregon, was awarded an $18,499,000 firm-fixed-price contract for all plant, labor, and materials required to perform repairs to the Miller-Rice Pile Dike System. Bids were solicited via the internet with four received. Work will be performed in Cathlamet, Washington, with an estimated completion date of Feb. 28, 2029. Fiscal 2026 civil construction funds in the amount of $18,499,000 were obligated at the time of the award. CORRECTION: The $36,448,495 cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract (W912CH-26-D-A109) announced on Aug. 20, 2026, to Foster-Miller Inc., doing business as QinetiQ North America, Waltham, Massachusetts, for post-production software sustainment and maintenance services of the Common Robotic System-Individual, was not actually awarded.

Mozaic Chapter NYSARC Inc.,** Waterloo, New York, has been awarded a maximum $9,860,808 fixed-price, indefinite-delivery/indefinite-quantity for the black fleece cap. This is a five-year contract with no option periods. The ordering period end date is Aug. 20, 2031. Using military services are Army and Air Force. Honeywell International Inc., Clearwater, Florida, has been awarded a maximum $9,123,852 firm-fixed-price contract for inertial navigation units. This was a sole-source acquisition using justification 10 U.S. Code 3204(a)(1), as stated in Federal Acquisition Regulation 6.302-1.
