Government adopts plan on resilience of critical entities

On 21 May 2026, the Government adopted a national plan on the resilience of critical entities (the CER strategy). The plan's objective is to enhance the resilience of critical entities. Cooperation between critical entities and authorities will enhance resilience and harmonise it at both EU and national level.

Enhancing the resilience of critical entities and protecting critical infrastructure are key to safeguarding Finland's resilience to crises.

The national plan guides the development of resilience among the identified critical entities across all eleven sectors specified in the CER Act. The plan sets out the objectives, priorities and measures for enhancing the resilience of critical entities. The plan explains how critical entities are identified and which authorities are involved. It also describes how to support critical entities in meeting their obligations and how to promote cooperation between public and private entities. Finally, the plan sets out the principles for cooperation between authorities. The plan is valid for a maximum of four years at a time.

The plan was prepared by a working group with representatives from ministries, the National Emergency Supply Agency and the Secretariat of the Security Committee. The plan takes into account other national strategies, plans and decisions, such as the Security Strategy for Society and the new decision on security of supply. The working group also considered the government resolutions and decisions that are central to the strategy.

The plan is linked to the new Finnish Act on the Protection of Infrastructure Critical to Society and on the Improvement of Resilience (the CER Act), which implements the EU CER Directive at national level. The CER Directive requires Member States to enhance the resilience and preparedness of critical entities. The Act entered into force on 1 July 2025.
