The National Security Council convened an extraordinary session to address the security situation in the country following the tragic events in Cetinje. During the session, an analysis of the current situation and consultations with relevant authorities were conducted, resulting in the adoption of a series of conclusions and recommendations aimed at enhancing firearm control and ensuring citizens' safety.
The Police Directorate will intensify operations to uncover and seize illegal firearms. Border control will be strengthened, alongside enhanced cooperation with neighbouring countries to combat smuggling.
The Government of Montenegro will establish a Special Inter-Ministerial Task Force dedicated to preventing all forms of violence.
A draft of comprehensive amendments to the Firearms Law will be prepared within 60 days, including: raising the age requirement for firearm applications, reducing the validity period of firearm licenses, expanding the scope of criminal offenses and violations for firearm possession, implementing stricter security and psychological reviews for firearm owners by 1 January 2026, establishing more detailed criteria for issuing firearm possession and carrying certificates.
The Ministry of Interior will, within seven days, announce a public call for the recruitment of new police officers. Approximately 200 graduates from the Police Academy will be immediately employed.
The Ministry of Justice will propose amendments to the Criminal Code to significantly increase penalties for unauthorized possession and carrying of firearms and explosives. The possibility of sentence reductions for such offenses will be eliminated.
Within 15 days, the Ministry of Interior will launch a new wave of the "Respect Life - Return the Weapons" campaign, encouraging the voluntary return of firearms. The campaign will be time-limited to two months.
Citizens are encouraged to anonymously report any deviant behaviour in their communities to the Police Directorate, without fear of legal consequences.
Through these measures, the National Security Council seeks to systematically strengthen firearm control, curb illegal activities, and enhance safety throughout Montenegro.
