Welcome to apply Tallinn Cyber Diplomacy Summer School

Join us in Tallinn for the Cyber Diplomacy Summer School 2026 - an EU-funded global initiative that brings together emerging cyber leaders from around the world. Applications are now open. Deadline 22nd of April.

The rapidly evolving digital landscape has further cemented the significance of cyber diplomacy in international relations. Cybersecurity and digitalisation are pivotal in diplomatic discussions, addressing challenges such as state-sponsored cyber operations, cybercrime, and the strategic impacts of emerging technologies like AI. The need for cohesive global collaboration and governance has never been more critical.


The seventh edition of The Tallinn Cyber Diplomacy Summer School will explore these essential themes, providing a platform for diplomats, experts and policymakers in the field of cybersecurity to enhance their understanding, skills and role in navigating the complex cyber domain. Building on the success of previous years, this event continues to foster a secure, resilient, and open cyberspace.


The Tallinn Cyber Diplomacy Summer School provides a dynamic, high-level program for young professionals, diplomats, and public officials from around the world. Over five intensive days, participants will engage in expert-led sessions, hands-on exercises, and networking with peers and global thought leaders.


The Summer School will explore:

  • International frameworks and norms for responsible state behaviour in cyberspace
  • Cybersecurity as a foundation for resilient digital societies
  • State responsibility, cyber capacity building, and accountability
  • The strategic impact of emerging technologies such as AI
    Multilateral collaboration for a secure, open, and rules-based cyberspace


Who can apply to the Tallinn Cyber Diplomacy Summer School

The Summer School will accept up to 60 participants, focusing on foreign service officials and other relevant public authorities' representatives with decision-making responsibilities in cybersecurity and cyber governance, especially those who have recently been handed the task of cyber foreign policymaking, but it is also suited to other government and multistakeholder actors dealing with cyber policy issues. Applicants with similar roles in other national organisations may be accepted if additional seats are available.

  • The program will take place in Tallinn, Estonia on June 15-19, 2026, in-person only
  • A good knowledge of English is required as the program will be conducted exclusively
    in this language without any translation

Financial support

Participants from Africa, Asia-Pacific, Latin America and Caribbean as well as Eastern, Eastern Partnership and Western Balkan countries are eligible to have their travel, accommodation, and visa fees covered by the organisers. Other participants are expected to secure their own funding from their authorities or other programs and make their own travel arrangements.


The program, as well as all side events included in the agenda, are free of charge for all participants, including local transportation and meals provided during the course and related to the agenda.


European Union initiative

The Tallinn Cyber Diplomacy Summer School is part of the European Union-funded Tallinn Cyber Diplomacy programme and contributes to the EU's Global Gateway strategy by advancing global cyber resilience and capacity-building. It reflects the EU's commitment to democracy, human rights, and the rule of law, while promoting inclusive multilateralism and a secure, open digital future.


The Summer School is co-organised by the European Commission (DG INTPA), the Ministry of Foreign Affairs of Estonia, e-Governance Academy (Estonia), and ESTDEV.
