HARRISBURG - The Pennsylvania Game Commission (PGC) has drafted legislation that would completely upend current law, Act 27 of 2020, which mandates schools provide space at no charge for the Hunter Trapper Education (HTE) course free of charge in any school-owned building, Rep. Dave Maloney (R-Berks) said.
House Bill 2460, passed by the House today, is a misguided measure that would allow schools to provide a Pennsylvania Department of Education (PDE) and PGC-approved HTE program as an optional extracurricular, or as part of an existing course, for outdoor recreational activity.
"The biggest problem with this bill is that it is not needed," Maloney said. "Trinity School District has had a certified Hunter Trapper Course as part of its curriculum for over 50 years. That clearly demonstrates House Bill 2460 is not needed. It invites problems and requires the use of sportsmen's funds. I challenge anyone to tell me honestly that the PDE is going to be okay with anything that has to do with guns, even if weapons aren't physically present in the classroom, which they are not."
Maloney's Act 27 of 2020, is landmark legislation in Pennsylvania that amended the Pennsylvania's Game and Wildlife Code. The law officially grants the PGC expanded legal opportunities to offer hunter safety and trapper education programs in public schools across the state. The law specifies no one can be denied the use of a school building after hours for the purpose of HTE. And there is no cost.
"It is puzzling why the PGC is pushing this legislation because they are successfully using my law," Maloney said. "I had to file a Right to Know request just to find out the PGC has used my law for over 50 classes. So, tell me - if Trinity has HTE in its curriculum for 50 years and the PGC is effectively using my law, what is the purpose of House Bill 2460? Why are we wasting taxpayers' time and money on this nonsense?"
