Among the initiatives of Mutirão is the Climate Compass, an AI-based tool that supports cities in decision-making for climate action based on data
Brasília, Brazil, May 8, 2026 - Six months after COP30, the Brazil Mutirão program - a joint initiative between C40 Cities and the Global Covenant of Mayors for Climate & Energy (GCoM) - was celebrated at the 3rd Meeting of the Brazilian Government's Green Resilient Cities Program (PCVR) in Brasília. Organized by the Ministry of the Environment and Climate Change (MMA), in partnership with the Ministry of Cities (MCID) and the Ministry of Science, Technology and Innovation (MCTI), the convening celebrated the first results of initiatives that transform global commitments into concrete actions and the advancement of the implementation of the climate agenda at the local level. Representatives from 22 Brazilian cities, regions, and partners attended the event to discuss and accelerate the delivery of solutions where climate action translates into real-life benefits for people: in cities.
Within the broader agenda, the Brazil Mutirão program was one of the main highlights, demonstrating how climate implementation in cities advances through coordination between different levels of government. Sessions promoted by the program discussed areas covered by the initiative such as climate planning in the Amazon, waste management, climate budgeting, and the use of data and artificial intelligence for decision-making.
The meeting brought together cities from all regions of the country, including São Paulo (SP), Rio de Janeiro (RJ), Salvador (BA), Fortaleza (CE), Recife (PE), Curitiba (PR), Porto Alegre (RS), Florianópolis (SC), Campinas (SP), Ananindeua (PA), Altamira (PA), Barcarena (PA), Boa Vista (RR), Cáceres (MT), Caxias do Sul (RS), Parintins (AM), and Rio Branco (AC), as well as the state of Rio Grande do Sul. This territorial diversity reinforces a central point of the climate agenda: it is in cities that implementation takes place and where impacts and benefits are felt by the population.
By combining technical sessions with moments of political coordination, the meeting supports the transition from planning to execution. In this context, the Brazil Mutirão program demonstrates in practice how multilevel governance, highlighted as a priority at COP30, is essential to transform climate commitments into concrete results for the communities.
João Paulo Capobianco, Brazil's Minister of the Environment and Climate Change, said:
"Brazil has been strengthening a model of climate federalism based on coordination between municipalities, states, National Government and partners to accelerate climate implementation across the country. This joint effort, built in collaboration with city networks and international partners, is essential to turning commitments into concrete delivery. This is an ongoing process, but one that is already showing results and demonstrating a real commitment to making things happen."
The Brazil Mutirão program is consolidating itself as a concrete example of the action agenda promoted by the COP30 Presidency, aligned with the Solutions Acceleration Plan (PAS) launched in Belém during the conference .
Ana Toni, CEO of COP30, said:
"Cities are at the forefront of tackling the climate crisis and, because they are essential for implementation, they are a central part of the COP30 Action Agenda. By connecting national, state and municipal governments, Brazil placed multilevel governance at the center of its strategy and, six months after COP30, we are already seeing this commitment advance in practice through initiatives that strengthen this coordination and accelerate the delivery of concrete results. These real changes, which directly impact people's daily lives, will give us the collective strength needed to overcome resistance and empower people to take the next steps in accelerating transformation."
Artificial intelligence and climate data at the service of cities
Among the initiatives presented at the meeting is the Climate Compass , an artificial intelligence tool developed by C40 and GCoM that supports Brazilian cities in decision-making for climate action based on data. The platform integrates information on emissions, climate risks, and local context, allowing the identification and prioritization of actions with the greatest impact.
Already in use by Brazilian cities, the tool shows how climate decision-making is beginning to be guided by data. In Rio Branco, the platform has supported the structuring of the municipal climate plan, prioritizing actions based on local risks and opportunities. In Caxias do Sul, a city impacted by recent extreme flooding events, the tool is used in an intersectoral way, guiding different departments and integrating the climate agenda into the municipal management decision-making process.
By connecting planning and implementation, the Climate Compass contributes to transforming climate action into a structuring axis of public management, supporting cities to advance more efficiently, in a coordinated manner, and with greater impact across the territory.
