Josephine County, OR - The Josephine County Board of Commissioners conducted multiple meetings this week involving solid waste services, budget administration, public safety, public health, property management, airport infrastructure, county policies, and wildfire preparedness.

On June 8, the Board held a General Discussion regarding the proposed sale of Southern Oregon Sanitation to Waste Connections. Representatives from both organizations provided information regarding the planned ownership transition, future operations, customer service continuity, franchise obligations, and long-term solid waste service delivery within Josephine County.

Commissioners discussed franchise oversight, rate-setting procedures, illegal dumping concerns, and opportunities for future modernization of local franchise agreements. The Board emphasized its commitment to ensuring continuity of service and protecting the interests of Josephine County residents as the transaction proceeds through the approval process.

During a Supplemental Budget Committee meeting on June 9, the Committee reviewed and approved a proposed Fiscal Year 2025-2026 Supplemental Budget that increases the current fiscal year budget by approximately $1.14 million. Much of the adjustment reflects grant funding for Community Corrections programs, including Family Treatment Court and Behavioral Health Deflection initiatives. Additional adjustments addressed Animal Shelter reserve funding, North Valley Industrial Park sewer costs, court security expenditures, and Sheriff's Office operational needs. Following discussion and public comment, the Supplemental Budget was approved unanimously and forwarded for consideration during a future public hearing.

Later that day, during the Administration Workshop, the Board approved several operational agreements and grants supporting County services. Actions included approval of an Environmental Health contract to assist with public drinking water system inspections, acceptance of an Oregon Department of Aviation grant supporting Illinois Valley Airport improvements, approval of a Marine Board maintenance grant for County boating access facilities, and approval of a consent order associated with ongoing McMullen Dam safety planning efforts. The Board also approved findings related to previously decided land use appeals and received updates regarding Finance Director recruitment, Emergency Management staffing, and departmental personnel matters.

The Board additionally approved multiple public safety agreements presented by the Sheriff's Office, including continued operation of the Cave Junction Sheriff's Substation, renewal of a contract deputy agreement serving the City of Cave Junction, and a cooperative law enforcement agreement with the United States Forest Service supporting patrol activities on federal forest lands within Josephine County.

At the June 10 Weekly Business Session, the Board conducted public hearings regarding two annexations into the Illinois Valley Fire District and approved both requests. Commissioners also received public comments on a variety of topics, including code enforcement, community events, and public services. During commissioner announcements, information was shared regarding wildfire preparedness, heat safety, Airport Day activities, and community events occurring throughout the County.

During the June 11 Legal Counsel Update, the Board reviewed proposed updates to County code provisions governing Board meetings and executive session procedures. Legal Counsel also presented draft revisions to administrative policies concerning contract signing authority, personnel actions, advisory bodies, workplace service animals, and employee travel. Commissioners discussed opportunities to improve administrative efficiency while maintaining transparency, accountability, and compliance with Oregon law. Additional discussion focused on emergency preparedness, wildfire awareness, and future organizational planning.

Throughout the week, Commissioners continued participating in public outreach, operational planning, intergovernmental coordination, public safety initiatives, and community engagement efforts designed to support essential County services and long-term organizational stability.
