Commissioner Dunn Wraps Up 19 Years of Service to Franklin County

After 19 years of dedicated service to Franklin County, Commissioner Roy Dunn chose not to seek re-election, leaving a legacy that will continue to shape the community for years to come. His journey in public service began long before his role as commissioner. He first served the community as an EMT, then went on to serve in the armed forces before returning to public service as a commissioner in 2004.

Commissioner Dunn's tenure is bookended by two of Franklin County's most significant road projects. He began his time in office as the 36-mile road resurfacing project - one of the largest infrastructure efforts in the County's history - was nearing completion. Now, as he retires, he's doing so after being a part of the Old 50 Highway Improvement project-another milestone for the County. "It's neat to think that I started with a big project and am ending with another," he said. These projects have been critical to the County's growth, improving transportation and benefiting both residents and local farmers.

Throughout his years in office, Commissioner Dunn was committed to improving the quality of life for everyone in the County - both employees and citizens alike. He played a key role in the County's transition to a five-member commission with an administrator, a change that streamlined operations and improved efficiency across the board.

"Hiring a strong administrator was one of the most rewarding parts of my time in office," Commissioner Dunn shared, referring to the hire of Derek Brown, whose leadership has been integral to the County's continued success. "His leadership has made all the difference in the world."

Commissioner Dunn highlighted several key projects, including multiple road improvements and the acquisition of the former Neosho County Campus, which provided much-needed space for the Sheriff's Office and County Attorney's Office, with the Community Corrections Department later joining. Another significant accomplishment was the transformation of the Salt Building into a facility capable of serving the entire County. Another milestone was the construction of an EMS Station in Wellsville, addressing critical emergency service needs. He also noted the purchase of additional acreage for the C&D Landfill, ensuring the county's waste needs will be met for years to come. Additionally, he emphasized the importance of collaborating with the City of Ottawa on the development of Proximity Park.

During his tenure, Commissioner Dunn faced his share of challenges, including the future of renewable energy, roads, homelessness, and healthcare. Despite the obstacles, he remained focused on making the County run smoothly and efficiently. "There have been a lot of positive changes, and the County is running smoothly now," he said. "I've enjoyed working with my fellow commissioners-they're a great group. Throughout the County, the administrative staff has been excellent, and there's strong cooperation with elected officials. I appreciate all the County employees who make it happen."

"Commissioner Dunn is the consummate professional and a great ambassador for Franklin County," said Franklin County Administrator Derek Brown. "He is a man of incredibly high character who never put his own interests above what was best for the organization. He was a great champion for County employees as he gave us consistent support and the freedom to perform our jobs. I am incredibly grateful for the opportunity to have worked with Roy and know that he will be deeply missed."

As he prepares for retirement, Commissioner Dunn is optimistic about the future of the county. "It's time to pass the baton," he said.

Looking ahead, Commissioner Dunn hopes to see continued development in areas like health and fitness. He's also passionate about preserving the County's agricultural roots and ensuring it remains a place where families and businesses can thrive.

Although the County will miss his steady leadership, the changes and improvements Commissioner Dunn has helped bring about will remain a part of Franklin County's legacy. His time in office has left a lasting mark on the roads, the infrastructure, and the projects that will serve the community for years to come.
