The City's Transportation and Public Works (TPW) Capital Projects Engineering (CPE) team is preparing for an exciting 2025 season focused on improving and strengthening infrastructure throughout Santa Rosa. As the weather warms and the rains subside, the City's road resurfacing program will begin, with plans to apply slurry treatment to nearly 33 miles of local streets. Significant upgrades to the City's water and sewer systems are also on the horizon, including the replacement or relining of 14,784 linear feet of pipeline. Additionally, several parks across Santa Rosa will undergo improvements, with approximately 8.56 acres of City Parks set for reconstruction or new construction.
In addition to Capital Engineering projects, TPW has a full slate of critical initiatives planned for 2025. These include replacing 50-60 aging wooden streetlights annually with durable metal alternatives and enhancing pedestrian safety through the installation of six new Rectangular Rapid Flashing Beacons (RRFB) at key crosswalks. To improve the efficiency and accessibility of the roadway network, Road Diets will be implemented on West Steele Lane, and North Dutton and West College avenues, aligning with the Pavement Preventative Maintenance program. The Streets team will also continue assessing and repairing the City's 213 vehicle bridges. Pending approval from the Santa Rosa City Council, Traffic Engineering plans to install additional speed limit reduction signs this summer to further enhance safety and improve the experience for all roadway users.
Residents near project sites will be notified in advance by both the City and contractors to keep everyone informed of imminent work. We encourage all road users to stay alert, follow posted signage, and reduce speeds when driving near active work zones.
The 2025 infrastructure projects will be funded through a combination of City General Funds, PG&E Settlement Funds, SB1 (Road Repair and Accountability Act), Measure M sales tax, Water Utility Funds, Storm Water Enterprise Funds, and grants from the Metropolitan Transportation Commission (MTC), the California Transportation Commission, and other agencies. Large-scale capital infrastructure projects like these require years of planning and development, and breaking ground on them is the result of diligent efforts by TPW planners and engineers. These projects have also benefitted from the contributions of local residents, schools, businesses, neighborhood advocates, and community-based organizations, ensuring they effectively serve the residents of Santa Rosa.
Below is a summary of projects currently under construction, those anticipated to start in the spring and summer, and those expected to launch by the end of the year.
Projects Under Construction
Hearn Avenue at Highway 101 - Phase 3 Rebuild Interchange - PID# 720
This final phase of the Hearn Avenue and Santa Rosa Avenue Complete Streets Project focuses on roadway widening and enhancing pedestrian and bicycle infrastructure to improve east-west mobility in southern Santa Rosa.
Coffey Park and Fountaingrove Neighborhood Road Disaster Recovery - PID# 2258
This project began in November 2023 to rehabilitate 33-miles of City residential streets damaged as a result of debris removal following the 2017 Tubbs Fire.
Los Alamos Trunk Sewer Replacement - PID# 1903
This project replaced approximately 5,300 linear feet of the existing Los Alamos Trunk sewer that was installed in the 1950's that is undersized and in poor condition.
Laguna Treatment Plant Filter Cells 9-14 Upgrades - PID# 2096
This project will complete the procurement and installation of the remaining actuators and refurbish valves that control backwash for tertiary filtration.
Back-up Generators - Water and Wastewater Facilities - PID# 2256
This project will replace existing emergency generators and related equipment at 18 water and wastewater facilities in and around Santa Rosa, increasing generator capacity, modernizing aging systems, transitioning to more reliable fuel sources, and reducing greenhouse emissions.
Fire Station 5 Resiliency and Relocation - PID# 2184
To relocate and rebuild a permanent Fire Station to replace the station destroyed in the October 2017 Tubbs Wildfire.
Finley Aquatic Center Spray Ground and Renovation - PID# 2336
A major upgrade includes refinished pools and pool deck, and construction of a new, modern accessible spray ground and picnic area. Anticipated to be completed this spring.
Spring/Summer Projects
2025 Pavement Preventative Maintenance - PID# 2496
To being in May, the City's Pavement Management System prioritizes arterial streets, with the 2025 project focusing on West College, West Steele, and North Dutton, in the northwest area of the City, to apply slurry seal and apply "Road Diet" striping modifications.
Dutch Flohr Neighborhood Park - PID# 2461
To begin in May, this project includes a significant renovation of the central area of the site including updated children's play areas, picnic areas, new pathways and site furnishings, and the addition of a series of adult fitness features.
Garage Hoist Purchase and Installation - PID# 2354
To begin in May, this project will remove and replace two in ground and two above ground heavy duty vehicle lifts in the City's Garage.
South Davis Neighborhood Play Area Revitalization - PID# 2215
To begin this spring, the revitalized play area will include community requested features and amenities including - play equipment for ages 2-5-years-old and 5-12-years-old, picnic and sitting areas and improved pathways.
2025 Residential Slurry - PID# 2497
To begin in June, the City's Pavement Management System prioritizes residential streets, with the 2025 project focusing on 11 miles in the northwest area of the City, preventing water intrusion, fixing minor cracks, and improving skid resistance.
Lower Colgan Creek Restoration Phase 3 - PID# 1946
To begin in June, this restoration project will transform 2,450 linear feet of degraded channel into a natural creek with flood protection, improved water retention, aquatic habitat enhancements, and a new bike/pedestrian path with a bridge.
Howarth and Galvin Parks Tennis and Pickleball Court Renovations - PID# 714
To begin this summer, the court renovations will feature 10 dedicated tennis courts and 12 dedicated pickleball courts at Galvin Park and Howarth Park will feature four dedicated tennis courts and six dedicated pickleball courts.
Kawana Springs Community Park Community Garden - PID# 2393
To begin this summer, the Community Park Garden will encompass approximately 1.08 acres and include ADA parking, ADA compliant raised garden bed, shaded picnic tables, landscaping, and concealed porta-potty, and a pathway connection to the corner of Meda Ave.
Hopper Avenue Corridor Fire Recovery Improvements - PID# 2406
To begin this summer, this project will rehabilitate the Hopper Ave Corridor between Coffey Ln and Airway Dr as result of damage caused by the 2017 Tubbs Fire.
Fire Damaged Roadway Repair; Fountaingrove Parkway - PID# 2239
To begin this summer, this project will repair damaged roadway along Fountaingrove Parkway damaged in the 2017 Tubbs Fire.
2025 Roseland Pavement Maintenance - PID# 2508
To begin this summer, this project will rehabilitate 2,700 linear feet of pavement along Vineyard Court and sections of West Hearn Avenue and South Avenue in Roseland including ADA-compliant curb ramp modifications, dig-out repair, overlay, and restriping.
Reclamation Pump Station E Building Upgrade - PID 2488
To begin this summer, this project will provide a new building for Reclamation Pump Station E which is a critical piece of reclamation operations.
Bennett Valley Golf Course Irrigation Pond - PID# 2471
To begin this summer, This project will provide a new irrigation pond and related pump station within the Bennett Valley Golf Course.
Fall/Winter Projects
Rock Creek Drive and Matanzas Way Sewer, Water, and Storm Drain Improvements - PID# 2290
This project will replace approx. 5,100 linear feet of water mains (15 segments) and 1,500 linear feet of gravity sewers (5 segments) that have reached the end of their useful life.
Llano Trunk Rehabilitation Phase 1 LTP to Todd Rd - PID# 2403
This project will rehabilitate approximately 8,100 linear feet of 66-inch reinforced concrete pipe including eleven manholes located adjacent to Llano Road that will be assessed for rehabilitation.
Country Manor Lift Station 10 Replacement - PID# 2387
This project will rehabilitate the sewer lift station to accommodate anticipated future flows.
Calistoga Road Reconstruction - Montecito Blvd to Highway 12 - PID# 2263
This project will reconstruct 1.1 miles of Calistoga Road to address deteriorating pavement, add buffered and protected bike lanes, maintain existing bike lanes, upgrade pedestrian curb ramps to ADA standards, and include select sewer and water system improvements.
Sonoma Avenue Pavement Rehabilitation - Farmer's Lane to Hahman Dr. - PID# 2261
The project will rehabilitate 570 linear feet of roadway to address deteriorating pavement, implement shared bike/bus lanes, upgrade pedestrian curb ramps to ADA standards, use Portland cement concrete overlay for cost and time efficiency, replace water services, and add sidewalk to fill gaps on both sides of Sonoma Avenue.
Santa Rosa Creek Trail Access at N. Dutton Ave (West Side) - PID# 1102
This project will install ADA-compliant bicycle and pedestrian access from Dutton Avenue on the west side to the multi-use pathway along Santa Rosa Creek.
Traffic Signalization at Hearn Ave at Burbank Ave - PID# 2319
This project will install a four-way traffic signal with 2 traffic poles, pedestrian crossings, and lane striping to improve pedestrian and vehicle access to Southwest Community Park.
Hearn Community Hub - Phase 1 - PID# 2412
Due to funding requirements, the project will be completed in phases, with Phase 1 including site improvements, and the construction of Fire Station 8 and the Multicultural Library.
Water Pump Station 9 Electrical Upgrades - PID# 2438
This project will make improvements to critical power supply infrastructure, allowing this water pump station to be powered with a portable generator.
Highway 101 Bicycle and Pedestrian Overcrossing - PID# 769
The project will build a 14.5-foot wide ADA-compliant Class I bicycle and pedestrian overcrossing over US-101, featuring a 5-foot walking lane, 8-foot bike path, and closing a significant gap in the east-west transportation network along the Edwards Avenue and Elliott Avenue corridor near the Santa Rosa Junior College campus.
