askclay@claycountygov.com. Starting Soon County Road 215 local dirt road paving (Middleburg) - Crews will soon begin a dirt road paving project on 23 local roads off County Road 215 in Middleburg. Drivers should expect intermittent, daytime, single-lane closures on Antelope Street, Burdock Court, Campbell Road, Chicory Street, Dale Court, Elizabeth Court, Ellen Court, Gopher Street, Grape Court, Guava Court, Jaguar Court, Javeline Circle, Javeline Street, Joan Avenue, Jute Court, Kalmia Circle (Loop), Kalmia Street, Leopard Circle, Reindeer Court, Squirrel Court, Veronica Avenue, Wintergreen Street, and Witch Hazel Road. Work is anticipated to begin in late July to early August, and will take about 30 days to complete, weather permitting. Melrose Road dirt road paving (Keystone Heights)- Crews will soon begin a dirt road paving project on Melrose Road between Lilly Lake Road and County Road 214 in Keystone Heights. Work is anticipated to take about three days to complete, weather permitting. Radar Road new construction (Fleming Island)- Crews will begin construction of a new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundabout in fall 2025. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features. Sesame Street dirt road paving (Middleburg) - Crews will soon begin a dirt road paving project on Sesame Street between North Dolphin Avenue and North Mimosa Avenue. Anticipate daytime, single-lane closures once work begins. Work is anticipated to take about five days to complete, weather permitting. New projects County Road 220 road closure and detour (Middleburg)- A full road closure and detour will be in place on County Road 220 between Shamrock Drive and Henley Road beginning at 7 PM on Friday, July 11, through 5 AM on Monday, July 14, for drainage and utility work. Crews will be installing large underground pipes that require the use of a crane and other large equipment. Drivers will be detoured along Baxley Road, Blanding Boulevard, and Henley Road. Private property and business access will be maintained at all times, and emergency vehicles will have full access during the work. Ongoing County Projects Canova Road closure/detour (Fleming Island)- Anticipate a daytime road closure on Canova Road between County Road 220 and Island Hawk Way for intersection improvement work that includes adding a left turn lane onto County Road 220. The road closure will be in place in both directions from 9 AM to 4 PM, Monday through Friday, and access will be restored during nights and weekends. No through traffic, local traffic only. Drivers will be detoured via Old Hard Road, Town Center Boulevard, and East-West Parkway. Work is anticipated to be completed in mid-August, weather permitting. County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. Drivers can expect single-lane closures on Russell Road for drainage and utility work. Expect delays and weekend work as well. All work is estimated to be completed in Spring 2027. Please slow down and use caution around the crews working close to the roadway. Update July 8, 2025- Crews are currently installing stormwater drainpipes and curbing along the north side of County Road 209. Cross-drain installation at Pond Site 2 has been completed, and work is now progressing on the embankment and base between the railroad tracks and Pond Site 2. Upcoming tasks at Pond Site 2 include installing cut-off walls and completing the final grading. Weather permitting, final pavement on the north side of County Road 209 is scheduled for the week of July 21. County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, A & B (Lake Asbury) - Project 3A includes the completed operational improvements at the intersections of Oak Stream Drive and County Road 209 and Watkins Road and County Road 209, including sidewalk installation. Project 3B includes the widening and realignment of Sandridge Road (CR739B) with County Road 209B and operational improvements at the intersection of County Road 209 and County Road 209 B. All work is anticipated to be completed in the fall of 2025. Motorists should expect a 25 mph low-speed zone in the work area. CCUA has completed the reclaim and water line relocation work, and crews are continuing with the installation of stormwater structures and pipes. Anticipate delays for day and evening lane closures as crews work to install underground pipe crossings on Russell Road near the new roundabout at 209 and 209B and on Sandridge Road between Robinson Ranch and Annabelle subdivisions. Choose an alternate route if possible. County Road 216/ (CR315) Cathedral Oak Parkway, Bonded Transportation Program project #6B (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. This project will include a grass median, bike lanes, and sidewalks. All work is anticipated to be completed in the fall of 2025. Anticipate daytime, single-lane closures beginning the week of July 14 at County Road 315 and Cathedral Oak Parkway for paving and traffic signal work. The project is expected to take approximately two weeks to complete, weather permitting. Watch for flaggers and anticipate delays or choose an alternate route. Update July 8, 2025- The project remains on schedule for completion by the end of August. Crews are actively removing erosion control devices in areas where slopes have been properly established and stabilized. Final repairs to curbing and sidewalks are ongoing throughout the project area. Additionally, electrical work and signal head installation are in progress at the intersection with County Road 315. CR218/Spencer Industrial Drive intersection improvements/paving (Clay Hill) - Anticipate intermittent, daytime, single-lane closures with flaggers beginning Monday, June 16, on County Road 218 at Spencer Industrial Drive for intersection improvements and turn lane installation. Work could take up to 260 days to complete. Please slow down and drive with caution in the work area. Update July 8, 2025- Construction began on June 16 for intersection improvements and turn lane paving at Spencer Industrial Drive and County Road 218. Current work includes installing erosion control measures, surveying work, and mobilization activities. County Road 218, west section of Cathedral Oak Parkway (Middleburg) - Work is underway to construct a new connector road from the roundabout on County Road 218 at the entrance of Shadowlawn Elementary School to the First Coast Expressway (SR23). Work is estimated to be completed in the Summer of 2025. This project is the western section of the First Coast Expressway connector road, Cathedral Oak Parkway. This developer design/build project is estimated at 98% complete. County Road 218, Bonded Transportation Program project #1 (Middleburg) - This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. Road construction is anticipated to be completed in the fall of 2025. The speed limit will be lowered to 25 mph throughout the work zone for the remainder of the project. Please slow down and respect the safety of our workers. Update July 8, 2025- The project is progressing on schedule. Liner placement is completed on pond site 4, and crews are continuing with the installation of drainage structures and pipes, along with placing subbase, curbing, and the limestone base. County Road 220/Lakeshore Drive W traffic signal work/Arena Road (Fleming Island) - Anticipate daytime, single-lane closures at the intersection of County Road 220 and Lakeshore Drive West for traffic signal work. The project involves setting new poles and could take up to 12 months to complete. Update July 8, 2025 - Intersection improvements at Lakeshore Drive West and Old Hard Road remain on schedule, with project completion expected by February 2026. A pre-paving meeting was held on July 1, and roadway paving is expected to begin in the coming weeks. Arena Road: Safety improvements are underway at Old Hard Road and Lakeshore Drive West at County Road 220. Drivers can no longer make a left turn from Arena Road onto County Road 220, and will need to make a U-turn where posted. A public meeting on the County Road 220 at Lakeshore Drive West, Florida DOT safety grant project was held on Monday, October 18, 2021, at 6:00 pm at the Fleming Island Library. The public meeting notice was sent to 3,274 subscribers and posted on the County website calendar. The press release was also posted on the County website, and the social media team made a post with reminders as the date approached. County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, which includes intersection improvements at Rideout Ferry Road. Phase 2 work, including a new four-lane bridge over Little Black Creek, began on January 20. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process. Beginning June 23, the right turn lane from Henley Road onto County Road 220 will be closed for construction work. Drivers will be able to make a right turn from the through travel lane. Update July 8, 2025- The old CR 220 bridge has been completely removed, and construction of the new bridge is well underway. Work is anticipated to intensify at the County Road 220 and Henley Road intersection in the coming months.Storm drain and pipe installation at Rideout Ferry Road is near completion. Phase 1- County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at County Road 220 and Henley Road. Henley Road will not be closed during phase 1 work and traffic will continue to flow in both directions. Drivers can expect single-lane closures and traffic shifts during the work. The project is expected to take 15 months to complete. Only local traffic will be able to access the road from the south end during the work. Phase 2 - includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work began on January 20 and will take about 16 months to complete. Local traffic only. Bridge closure in effect. CR 220 Phase 2 detour route description Beginning February 11, drivers heading south on Blanding Boulevard can no longer make a U-turn at the Henley Road intersection to allow more time for drivers heading north on Henley Road to turn right onto Blanding Boulevard. CCSO is enforcing the no U-Turn at this intersection. Eastbound traffic along County Road 220 at the Baxley Road intersection will be detoured north on Baxley Road, east on State Road 21, south on Knight Boxx Road, and east on County Road 220 through the left turn lane. Westbound traffic on County Road 220 at the Henley Road intersection will be detoured north onto Henley Road through the right turn lane on the northeast corner of the intersection, west onto State Road 21, and south onto Baxley Road to County Road 220. Westbound traffic on County Road 220 at the Knight Boxx Road intersection will be detoured north onto Knight Boxx Road, west onto State Road 21, south onto Henley Road, and west onto County Road 220. Jefferson Avenue sidewalk replacement (Orange Park) - There will be intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue starting June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished. Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- This project includes the construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days. Update July 8, 2025- Work on this project is progressing as planned, with utility relocation and road construction currently underway. Plantation Oaks Boulevard paving/striping (Oakleaf)- Resurfacing work on Plantation Oaks Boulevard from Oakleaf Village Parkway to the roundabout at Oakleaf Plantation Parkway is complete. Clean-up crews are completing final touch-ups, and nighttime striping work will continue the week of July 14. Anticipate Intermittent, rolling lane closures as crews work to install the pavement markings. All work is anticipated to be complete by August 11. Sandridge Road, Bonded Transportation Program Project #4 (Lake Asbury) - This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, a roundabout, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the summer of 2025. The speed limit is 25 mph throughout the entire work zone, and CCSO is enforcing it. Traffic lanes are very narrow. Please slow down and respect the safety of our workers along the roadside. This stretch of road is not accessible for wide loads while construction is ongoing. FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in early 2026. FDOT monitoring traffic at New SR 16/First Coast Expressway DDI intersection -The Florida Department of Transportation is closely monitoring traffic conditions at the new Diverging Diamond Interchange (DDI) at State Road 16 and the First Coast Expressway. While the new configuration is in place, peak-hour congestion remains a challenge due to high traffic volume and on-ramps that are not yet open. FDOT is evaluating potential signal timing adjustments to help improve traffic flow during these busy periods.
