Hickenlooper, Duckworth Colleagues Reintroduce Bill to Codify Right to In Vitro Fertilization

Right to IVF Act would protect access to fertility treatments and reproductive health in a Post-Roe America

Legislative push comes as President Trump has ignored his campaign promise for free IVF for all Americans for two years

WASHINGTON - U.S. Senator John Hickenlooper recently joined Tammy Duckworth and the entire Senate Democratic Caucus to reintroduce the Right to IVF Act, a legislative package which would establish a right to in vitro fertilization (IVF) services nationwide and help make IVF treatment more affordable for Americans hoping to start a family. During his campaign two years ago, President Trump promised Americans free IVF. Instead, he has ignored his promises and cut health care for millions of Americans in order to fund tax cuts for the largest corporations and wealthiest Americans while also spending billions on his unwanted war with Iran.

"In vitro fertilization has made it possible for thousands of Americans to grow their families, including for me and my wife Robin," said Hickenlooper. "The dreams of countless more families remain in lurch because of the president's hollow promises and constant attacks on reproductive freedom."

"Almost two years after promising free IVF for all Americans if he were elected, Donald Trump has still failed to deliver," said Duckworth. "Trump and Republicans' 'support' for IVF is nothing but lip service. They want us to have more babies, yet they'll do nothing to actually help make it easier for the millions who struggle with infertility to start and grow their families. The Right to IVF Act would immediately make IVF treatment more affordable for millions of hopeful parents across the country. From middle class families, to our brave servicemembers and Veterans, to federal employees and more-every American deserves the right to access the treatment and tools they need to build the family of their dreams without burning through their savings. If Republicans really support IVF, then let's get this done. No more delays."

The Right to IVF Act is a comprehensive package combining four bills to protect and expand access to IVF and other fertility services including:

• TheProtect IVF Act: which establishes a statutory right to access in-vitro fertilization (IVF) and other assisted reproductive technology (ART) services and creates legal protections for IVF providers.
  
• The Access to Infertility Treatment and Care Act: which makes fertility care, including IVF, more affordable by requiring employer-sponsored insurance plans and public insurance plans to cover fertility treatments.
  
• The Veteran Families Health Services Act: which broadly expands fertility treatment and IVF access, including pre-deployment procedures to preserve gametes (eggs or sperm), for active duty service members and veterans.
  
• The Family Building FEHB Fairness Act, which requires carriers of the Federal Employees Health Benefit (FEHB) Program - the largest employer-sponsored health insurance plan in the world - to cover IVF and other fertility services to help more hardworking Americans start and grow their families.
