Two Bipartisan Subramanyam Bills Headed to House Floor

WASHINGTON, DC - The House Committee on Oversight sent two of Congressman Suhas Subramanyam (VA-10)'s bipartisan bills to the House floor after a bipartisan vote in the committee. One of the bills is the Federal Acquisition Security Council (FASC) Improvement Act (H.R. 7274), which would strengthen the FASC and make sure it has the necessary support and resources to carry out its mission.

"Protecting federal information technology systems from foreign adversary influence shouldn't be a partisan issue," said Rep. Subramanyam. "This bill ensures we are not spending taxpayer dollars on technology or vendors tied to foreign adversaries who could compromise our systems. It's a commonsense step for acquisition security and reducing risk across federal agencies."

The FASC Improvement Act, introduced with Rep. William Timmons (R-SC), would move the FASC to the Executive Office of the President, establish a Program Office to support their operations, and broaden their authority. It would also increase the role of Congress in securing the supply chain by giving members a direct role in designating sources of concern to be investigated by the FASC.

Rep. Subramanyam's second bill that passed out of the Oversight Committee is the Federal Improvement in Technology (FIT) Procurement Act (H.R. 4123), introduced with Rep. Eric Burlinson (R-MO). This bill will streamline federal procurement of technology, make it easier for small businesses to participate in federal contracting, and save millions in taxpayer dollars annually.

"The FIT Procurement Act delivers on our goal of improving government efficiency and modernizing federal systems," said Rep. Subramanyam. "It raises the micro-purchase and simplified acquisition thresholds, which will allow federal agencies to move faster and not be delayed by outdated cost assumptions. By helping small businesses and saving the government money, this commonsense bill is a win-win."

After passing out of the Oversight Committee, the FASC Improvement Act and the FIT Procurement Act will receive a vote on the House floor in the coming months.
