IRU helps implement cross-border road transport quota system reform

Significant progress has been made in reforming the ECMT Multilateral Quota, including the launch of a digital permit system.

IRU participated in the recent Road Transport Group meeting of the International Transport Forum (ITF), bringing the voice of operators to an exchange among country delegates.

The delegates reviewed draft rules for the accession of new participants to the ECMT Multilateral Quota and agreed on the introduction of licences for zero-emission vehicles from 2027.

Furthermore, the launch of the digital permit system initiated a new ECMT chapter, accompanied by IRU-supported training and information sessions

In addition to the ECMT discussions, IRU raised the practical difficulties drivers face when obtaining visas for international operations and called for enhanced visa facilitation measures to safeguard supply chain continuity.

IRU also underscored the significance of the CMR Convention's 70th anniversary this year and promoted the uptake of the eCMR Protocol as a key enabler of more efficient, transparent and paperless cross-border transport. Advancing digital tools such as eCMR remains essential to improving operational efficiency while reducing administrative burdens.
