Queens County - The New York City Department of Enviromental Protection, as lead agency, has determined that the proposed Flushing Creek CSO Disinfection Project will not have a significant adverse environmental impact. The action involves the New York City Department of Environmental Protection (DEP) proposing the Flushing Creek Combined Sewer Overflow (CSO) Disinfection Facilities project located in Queens, NY. The proposed project would construct chlorination and dichlorination facilities for two CSO outfalls to protect and improve the water quality of Flushing Creek. The proposed disinfection systems would connect to Outfalls TI-010 and TI-011, both of which discharge into Flushing Creek and are located along the eastern side of the creek in the Borough of Queens. The outfalls are within the sewer shed for the Tallman Island Wastewater Resource Recovery Facility. The proposed project would implement seasonal disinfection at these outfalls, which during certain intense rain events, carry CSO overflows not captured by the Flushing Bay CSO Retention Facility. The disinfection facilities would be operational during the recreational season (May 1 through October 31). Chlorination and dichlorination facilities would be constructed at suitable locations upstream of the outfalls, with chlorination located further upstream-in order to mix with and disinfect the CSO flows as they progress through the existing pipe network toward the outfalls; and dichlorination located just before the outfalls themselves-in order to remove any residual chlorine before the disinfected CSO flows are released to Flushing Creek. The project is located at 131-33 Avery Avenue, 56-01 Grand Central Parkway Flushing, in Queens, New York.
