On May 5, 2018, D.C. Law 22-94, the "Fair Elections Amendment Act of 2018" (the Fair Elections Act), became effective in the District of Columbia. The "Fair Elections Act" provides for publicly funded political campaigns in the District of Columbia and establishes the Fair Elections Program within the Office of Campaign Finance (OCF). The Agency is responsible for the administration of the Program, including providing for the verification and audit of qualified small dollar contributions, authorizing payments from the Fair Elections Fund, the conduct of debates for each contested city-wide election in an election cycle for covered offices under the Act, the remission of funds and equipment purchased by the campaign, and the publication of reports after each cycle to review and evaluate the Program's activity.
The 2024 Election Cycle was the third and most recently completed election cycle during which the Office of Campaign Finance administered the Fair Elections Program. The November 5, 2024, General Election culminated in the last major event of the 2024 Election Cycle. Thirty-Two (32)candidates registered to participate in the Fair Elections Program during the 2024 Election Cycle. Nineteen (19) candidates met the threshold requirements for the covered offices sought and were certified as "participating candidates" in the Program in the November 2024 General Election (6),and in the June 2024 Primary Election (13). Ultimately, Seventeen (17) of the FEP certified candidates qualified for ballot access through the nominating petition process in the Primary (13)and General (4) Elections.
By comparison, Thirty-One (31) candidates registered in the Traditional Campaign Finance Program for the local offices eligible to participate in the FEP, and Eight (8) of the candidates qualified for ballot access in the Primary (5) and General (3) Elections.
Of significance, during this third cycle of the program's implementation, the FEP candidates were elected and certified by the Board of Elections on December 2, 2024, as winners in seven (7) ofthe eleven (11) seats for Public Office elected in the November 2024 General Election. The Agency authorized the disbursement of the total
sum of $2,830,041.15 from the Elections Fund in base amount ($1,660,000.00) and matching payments ($2,260,041.15), to the nineteen (19)certified FEP candidates. The total sum of $31,985.03 has been remitted for deposit in the Fair elections Fund from the campaign operations of the candidates certified to participate in the Fair Elections Program during the 2024 Election Cycle.
The 2024 Election Cycle closed on November 5, 2024.
The upcoming 2026 Election Cycle will be the fourth Election Cycle during which public financing will be made available
