Spotlight series: What's new in HRMS - Submitting leave and other requests for employees

As part of the new features, public service managers with Section 34 delegation can now submit some types of leave requests directly into the Human Resources Management System (HRMS) on behalf of their employees.

This can be helpful in situations where an employee is unexpectedly or continuously absent and unable to access HRMS themselves, such as during extended sick leave. In these cases, managers can:

• Ensure sick leave credits are used prior to an employee applying for disability or long-term disability insurance.
• Record compensatory time earned subject to the relevant collective agreement.

Important things to remember:

• Requests submitted by managers are automatically approved.
• Managers cannot modify a request once they have submitted, so it is vital that they consult the Manager Self-Service Guide (PDF, 1.52 MB) for absence management instructions.
  However:
  • If a correction is needed, the employee can send a cancellation request back to the manager.
  • Managers can also submit a correction request through Human Resource Services and Support (HRSS) for manual processing.
• Military managers cannot:
  • Approve or cancel Section 34 transactions in HRMS
  • Enter Section 34 transactions in HRMS Absence Management.
• To submit or delete a leave request on behalf of an employee, military managers can open an HRSS case and submit a GC178 form (PDF, 287 KB).
