New culvert for Kelsey Creek on Lake to Lake

Published March 2 2026

This spring we will replace the aging, undersized culvert beneath Lake Hills Boulevard. The project, which will necessitate a two-month closure of Lake Hills Boulevard, is featured on the current Lake to Lake news show, along with utility bill assistance, heat pumps and a Black History Month art exhibit.

The new Kelsey Creek Culvert will reduce flooding risk and improve drainage in the area.To complete the work safely and efficiently, lane and road closures are necessary. Drivers should plan for delays and follow posted detours and traffic control measures.

For those facing challenges paying their utility bills, the city offers multiple kinds of assistance. The application process has been significantly simplified. Eastside cities are uniting to make it easier and cheaper to replace your gas furnace with a heat pump, which can both heat and cool your home.

Last but not least, Lake to Lake episode, hosted by Utilities public information officer Michaelene Fowler, offers details about the Black History Month art exhibit at City Hall and the Bellevue Arts Museum building in February.
