European Council conclusions

First on the day's agenda, at 8.30, is a debate with Commission President Ursula von der Leyen on the outcome of October European Council meeting on 23 October. The Brussels meeting focused on Ukraine and the possible use of frozen Russian assets for arming and rebuilding Ukraine, the Gaza peace plan, EU defence readiness, competitiveness, housing, and migration.

Vote on sustainability simplification package

MEPs will be voting on amendments to the Commission's proposal for simplified corporate sustainability reporting and due diligence requirements, ahead of negotiations with EU ministers. The draft legislation is designed to reduce the number of firms subject to reporting requirements while making due diligence compliance easier for businesses.

A press conference with the rapporteur is scheduled at 13.30.

Proxy voting in plenary before and after childbirth

The first vote on the agenda, at 10.30, concerns a proposal to revise the EU Electoral Act. Initiated by President Roberta Metsola, the change would allow MEPs to delegate their plenary voting rights to another MEP for up to three months before their estimated due date and six months after giving birth. After Parliament's vote, the text must be adopted unanimously in the Council and approved in each EU country.

A press point with EP President Roberta Metsola and rapporteur Juan Fernando López Aguilar will take place outside the hemicycle after the votes at around 12.30.

Steps towards climate neutrality: vote on change to EU climate law

Parliament will vote on whether to adopt a 90% reduction target for emissions by 2040 compared with 1990 levels, to achieve a climate neutral EU by 2050. The 2050 climate neutrality objective and a 2030 goal of a 55% reduction in greenhouse gas emissions compared with 1990 levels are already legally binding obligations under EU climate law. The proposal would also introduce additional flexibility in how the targets can be met.

In brief

Human rights defenders. The second vote of the day concerns Parliament's first ever report dedicated to addressing the transnational repression of human rights defenders, following a presentation in plenary yesterday.

Deforestation law simplification. MEPs will decide whether to fast-track a proposal to simplify the EU Deforestation Regulation, which ensures products sold in the EU are not sourced from deforested land. If the vote passes, Parliament will vote on the content of the Commission's proposal during the 24-27 November plenary session.

Gender equality strategy. Parliament will vote on a report outlining ways to secure progress towards effective gender equality across Europe, following yesterday's debate.

At 10.30, MEPs will also vote, among others, on:

• mobilising the European Union Solidarity Fund for Spain and France following natural disasters in 2024 and 2025;
• new powers for the European Maritime Safety Agency;
• the conservation and sustainable use of the marine biological diversity of areas beyond national jurisdiction;
• population and housing statistics;
• a framework for business income taxation (BEFIT);
• the Digital Trade Agreement between the EU and Singapore;
• amending protocols to the agreements with Andorra, Monaco, San Marino, Liechtenstein and Switzerland on the automatic exchange of financial account information; and
• whether to endorse Nikolaos Milionis from Greece and Pierre Moscovici from France as members of the European Court of Auditors.
