MN Bio-Fuels Statement On 2026 & 2027 RVOs

The Environmental Protection Agency (EPA) today issued its proposed renewable volume obligations (RVOs) for 2026 and 2027.

In a statement, the EPA said it was proposing 15 billion gallons for corn ethanol for 2026 and 2027. For advanced biofuels, which includes biomass-based diesel and cellulosic ethanol, the EPA is proposing 9.02 billion gallons in 2026 and 9.46 billion gallons in 2027.

The EPA is also proposing several regulatory changes to reduce the number of renewable identification numbers (RINs) generated for imported biofuels and biofuels produced by foreign feedstocks.

The Minnesota Bio-Fuels Association's Executive Director, Brian Werner, said:

"First and foremost, we are pleased to see EPA moving forward with this overdue rule that sets RVOs for the 2026 and 2027 compliance years. This is a strong proposal that provides growth, certainty, and a level-playing field for Minnesota ethanol producers. We are glad to see targets of 15 billion gallons for conventional biofuel, biomass-based diesel volumes that reflect current production, and regulatory changes that ensure the Renewable Fuel Standard (RFS) isn't a catalyst for international deforestation or unfair global trade practices.

However, there's one important thing that this proposed rule doesn't address: small refinery exemptions (SREs). Without clarity on how the EPA intends to resolve the hundreds of requests for SREs, it is impossible to know whether these numbers will actually provide stability and certainty for Minnesota's ethanol producers. 15 billion gallons cannot turn into 13 billion gallons through SREs. We look forward to providing comment on this proposed rule while working with EPA to strengthen renewable fuel volumes and the implementation of the RFS program moving forward."

The EPA will hold a virtual public hearing for the proposed rule on July 8, 2025.
