European Commission issues preliminary positive assessment of the sixth payment request

Today, the European Commission issued a preliminary positive assessment of the sixth request for payment of funds under the Recovery and Resilience Facility - NextGenerationEU. Slovenia is expected to receive the payment, amounting to €41 million, next month. Following the inflow, Slovenia will have utilised nearly 87% of the available funds.

The European Commission (EC) assessed that Slovenia has satisfactorily met all 15 milestones and targets included in the sixth payment request, reflecting progress in the investments and reforms under the Recovery and Resilience Plan (RRP). This means that the maximum possible payment will be made, amounting to a net total of €41 million. Although the gross amount of the sixth payment request is €89.53 million, the net payment will be adjusted proportionately to account for the final settlement of the advance payments of grants that Slovenia received at the start of the RRP implementation in 2021.

Among the more significant milestones and targets achieved under the sixth payment request are, for example, the construction of the Centre for Seeds, Nurseries and Forest Protection, new and reconstructed wastewater systems, new and reconstructed supply systems for drinking water, the delivery of vehicles for palliative care, completed projects to support companies in the transition to a circular economy, revised curricula for pre-school education and care as well as for primary and secondary schools, and more.

The EC will submit its preliminary assessment of the request to the Economic and Financial Committee, which will provide its opinion. The EC will then issue its final assessment and adopt a decision formally approving the disbursement of the eighth instalment of grants from the Recovery and Resilience Facility (the Facility), amounting to an estimated €41 million.

Upon receipt of the funds from the sixth payment request, Slovenia will have received 86.9% of the available funds under the Facility, equivalent to €1.81 billion, of which €1.34 billion will be grants and €0.47 billion loans. Officially, 122 milestones and targets will have been met, representing 67.40% of the total 181 milestones and targets.

Slovenia will submit the final, seventh payment request for the remaining funds no later than 30 September 2026. The EC will make the final payments no later than 31 December 2026.

To date, the state has disbursed €1.56 billion to the final recipients for completed project activities. Numerous activities supporting both digital and green transitions have been carried out. A total of 1,400 projects across Slovenia have been launched to implement various investments, of which more than 500 have already been completed.
