Parliament debates issue of election of candidate for a judge of the Civil Chamber of Court of Cassation

The Supreme Judicial Council nominated the candidates of Gurgen Malkhasyan, Vigen Kocharyan and Atom Hayrapetyan for the vacancy of the judge of the Civil Chamber of the Court of Cassation, the deputies debated the issue at October 22 sitting of the National Assembly.

The Chairman of the Supreme Judicial Council Karen Andreasyan presented the biography and the work activity of nominated three candidates.

Karen Andreasyan informed that due health problems the candidate Atom Hayrapetyan did not appear in parliament.

Gurgen Malkhasyan noted that during the last one year he carries out justice as a judge of the Court of General Jurisdiction of the First Instance. The candidate spoke about the mission of the Court of Cassation, introduced his observations on reducing the possibilities of further appeals of judicial acts. The rapporteur highlighted the establishment of the specialized courts.

Vigen Kocharyan presented his approaches on the efficiency of the judicial system activity. "During its activity the Court of Cassation should carry out two important missions - ensure uniform application of laws and the protection of human rights," the candidate underlined. According to him, the provision of examination of cases within reasonable terms in courts and the issue of public trust in the judiciary are among the main key issues characteristic of the judicial system.

The candidates also answered the deputies' issues. They refer to the rise of the public trust towards the judicial system, within reasonable terms the examination of judicial cases, the administrative justice, etc.

On behalf of the NA Civil Code Faction Vladimir Vardanyan delivered a speech. He referred to the criticism sounded addressing the judicial power, noting "There is one common rule, which should become a basis of activity for all of us - the judicial act being in force cannot be disputed by any of us," Speaking about the current judicial problems, the deputy documented that they are permanently voiced by the ruling majority at the NA sittings and in all possible debates, trying to find solutions, which will allow the RA citizen will allow RA citizens to receive effective, accessible and not time-consuming justice.
