At the EU-Republic of Korea Summit in Brussels, leaders reviewed progress in implementing the Security and Defence Partnership between the European Union and the Republic of Korea and reaffirmed their commitment to strengthening cooperation in response to an increasingly challenging security environment.
The discussions reflected the growing convergence between European and Indo-Pacific security. Leaders exchanged views on Russia's war of aggression against Ukraine, developments on the Korean Peninsula, regional security in the Indo-Pacific, and global challenges ranging from cyber threats to foreign information manipulation and interference.
A trusted security partner
The Republic of Korea is one of the European Union's closest partners in the Indo-Pacific. As a like-minded democracy and a strong supporter of the rules-based international order, Korea plays an important role in promoting regional and international security.
The EU and the Republic of Korea share a strong interest in upholding international law, strengthening resilience against emerging threats and preserving stability in an increasingly interconnected world. They also have a strong alignment in non-proliferation and disarmament, reflecting the shared perspectives on global developments related to international security.
Delivering on the Security and Defence Partnership
Since the signing of the Security and Defence Partnership in November 2024, the EU and the Republic of Korea have translated political commitments into concrete action.
Cooperation has intensified through the upgrade of the EU-ROK Security and Defence Dialogue to Managing Director level, providing greater strategic direction and political oversight.
The Partnership has also delivered stronger maritime cooperation, including a joint naval exercise involving the Republic of Korea and Operation Atalanta, the EU's maritime security operation in the North-West Indian Ocean.
Cyber cooperation has expanded through dedicated exchanges on cyber policy and a roundtable on diplomatic responses to malicious cyber activities, reflecting the growing importance both partners attach to strengthening cyber resilience.
To further support the implementation of the Partnership, the European Union has also planned the deployment of a Military Advisor to the EU Delegation in Seoul, enhancing day-to-day cooperation and engagement on security and defence matters.

Leaders welcomed the progress achieved since the signature of the Partnership and underlined the importance of maintaining momentum across all areas of cooperation.
The Security and Defence Partnership has become an important pillar of the broader EU-ROK relationship, helping both sides address common security challenges and contribute to international peace, security and stability.
As the EU and the Republic of Korea deepen their cooperation, they continue to demonstrate the value of strong partnerships between like-minded actors in an increasingly complex geopolitical environment.
