Progress and challenges in the execution of ECHR judgments discussed in Chișinău in the context of the Republic of Moldova’s Presidency of the Council of Europe

12 December 2025, Chișinău - State Secretary of the Ministry of Foreign Affairs, Sergiu Mihov, participated today in the opening of the international conference "The European Convention on Human Rights System - Execution of Judgments of the European Court of Human Rights", organized in the context of the Republic of Moldova's Presidency of the Council of Europe.

In his speech, the State Secretary emphasized the importance of the Convention and the Strasbourg Court in their role as guardians and promoters of fundamental rights, as well as the significance of dialogue initiatives in fostering interinstitutional cooperation, at both national and international levels, for the proper execution of ECHR judgments.

"The Republic of Moldova is strengthening its role at the European level and consistently reaffirming its commitment to democratic values. This event represents an essential step toward deepening a legal culture oriented toward human rights and the rule of law," Sergiu Mihov noted.

The conference agenda included discussions on the role of national authorities in the execution of individual and general measures, best practices in applying domestic mechanisms for the execution of Court judgments, as well as interinstitutional cooperation.

A separate topic addressed perspectives on the execution of judgments in cases originating from the Transnistrian region of the Republic of Moldova, in a panel moderated by Victor Lăpușneanu, Head of the Multilateral Cooperation Directorate of the Ministry of Foreign Affairs. In this context, the responsibility of the Russian Federation to execute ECtHR judgments was emphasized, highlighting the role of institutions in improving support mechanisms for applicants and in identifying new approaches to determining measures of just satisfaction.
