DIFI Consumer Assistance Results In Over $24 Million In Restitution Provided To Arizona Consumers

Phoenix, AZ - Arizona consumers rely upon the Arizona Department of Insurance and Financial Institutions (DIFI) as a resource to assist on a variety of issues they encounter with insurance companies and financial institutions/enterprises operating in the state. In fiscal year 2025 (FY25), DIFI staff members assisted consumers in obtaining over $24 million in reimbursements and restitution arising from insurance and financial institution and financial enterprise-related complaints, market conduct actions, and provider grievances. The following are highlights of DIFI's work in support of Arizona consumers:
  • DIFI closed 4,077 insurance complaint cases and health care appeals, and 577 financial institutions/enterprises complaints in FY25 and recovered $18,045,655 for consumers.
  • The Market Regulation and Consumer Services division (MRCS) assisted 26,087 consumers who contacted DIFI with inquiries or requests for assistance.
  • MRCS impacted 23,314 policyholders through market conduct actions, resulting in $6,463,826 in recoveries for consumers.
  • DIFI's Product Filing and Compliance Division assisted 388 health care providers with disputes that resulted in $887,131 in recoveries.
  • Around 60% of the consumer complaint cases in FY25 related to personal lines coverage (including private passenger auto and homeowners insurance). Claim handling issues (adjuster handling; claims delays, denials, and unsatisfactory settlements) are the predominant reason that consumers file complaints with the Department, followed by premium & rating and policy cancellations and non-renewals.
In total for FY25, DIFI's consumer assistance activities recovered $24,868,426 for consumers and providers in Arizona. "Many of these data points represent an individual or business that sought assistance and we were able to assist," said Interim Director Maria Ailor. "I am proud that our department is seen as a dependable advocate, helping consumers successfully navigate the complexities of this industry."
