City of Detroit offers Stand-By Shelter and Library Respite Hours to protect residents from ongoing deep freeze

  • In partnership with the City, Detroit Rescue Mission Ministries will provide overnight stand-by shelter starting Friday, February 6 at 6 p.m. through Monday, February 9 at 12 p.m.
  • Residents seeking relief from the bitter cold may also visit Detroit recreation centers and public library branches during regular operating hours.

In response to dangerously cold temperatures, the City of Detroit is bringing online an emergency stand-by shelter and respite locations to ensure residents have access to safe, warm spaces during extreme winter conditions.

Chief Public Health Officer Denise Fair Razo has issued a cold weather health emergency to support ongoing efforts to keep residents safe during the severe weather. City officials will continue to closely monitor conditions and guidance from the National Weather Service and take appropriate action to protect residents.

"This winter has brought a historically long stretch of dangerously cold temperatures, which makes it all the more important that the City and its partners continue to ensure that residents who need a safe, warm place to stay have access to one," said Mayor Mary Sheffield. "In addition to our overnight standby shelter, our recreation centers and libraries will continue to serve as respite spaces. To provide Detroit residents with relief from the cold, Detroit Rescue Mission Ministries is activating overnight stand-by shelter services.

  • Detroit Rescue Mission Ministries Stand-by Shelter location, 13130 Woodward Avenue, will operate starting Friday, February 6 at 6 p.m. through Monday, February 9 at 12 p.m.
  • This site can accept families and single adults.

Medical Assistance for Those Out in the Cold

Individuals who are concerned about someone's immediate safety due to the weather should call 911 for a welfare check.

Access to Overnight Stand-by Shelter

Residents can access the temporary overnight stand-by shelter sites anytime by walking in, no referral needed, or by calling the Detroit Housing Resource HelpLine at 866-313-2520, operated 24/7 to be connected to overnight shelter resources.

Alternatively, if individuals are sleeping outside and need help after hours, they can also go to a police precinct to be connected with an outreach team for help with overnight services.

Residents also have the option of going to an in-person CAM site at Cass Community Social Services at 12025 Woodrow Wilson or NOAH at Central at 23 E. Adams on the second floor. More information about access to shelter can also be found at camdetroit.org/get-help/.

Currently, the City of Detroit has approximately 1,700 emergency shelter and drop-in center beds that it operates with local partners. Individuals having a housing crisis or need emergency shelter should call the Detroit Housing Resource HelpLine at 866-313-2520. Access to Shelter Outside Normal Business Hours (After 6 p.m. on weekdays or 24/7 on weekends)

Individuals sleeping outside or in their car and need shelter right away have three options:

HelpLine Resources

The City of Detroit is committed to not only providing shelter to those who are unhoused but providing resources so those residents can chart a successful path forward. The Detroit Housing Services (DHS) office and the Detroit Housing Resource HelpLine provide help for those facing housing emergencies. Since opening, DHS has placed 5,168 residents in permanent housing and stabilized 764 households with temporary housing.

DHS and the HelpLine can provide help with several housing issues, including:

  • Assistance with finding, applying, and moving into stable, affordable, and permanent housing
  • Financial assistance to cover moving costs
  • Assistance with employment so residents can remain housed once successfully relocated
  • Property condition complaints, such as no heat

Individuals who are at risk of being unhoused or are currently unhoused should call the Detroit Housing Resource HelpLine at 866-313-2520. Depending on needs, individuals will be connected to housing resources that can keep them housed or prevent them from becoming unhoused, or receive street outreach assistance.
