Chairwoman McClain Confronts Loudoun Schools Superintendent Over Locker Room Incident and Student Discipline Policies

WASHINGTON
- House Republican Conference Chairwoman Lisa McClain (R-Mich.) questioned Loudoun County Public Schools Superintendent Aaron Spence during a House Committee on Education and Workforce hearing titled, "Breaking Trust: Attacks on Parental Rights, Inappropriate Content, and Legal Abuses in America's Schools."

During the exchange, Chairwoman McClain pressed Dr. Spence on reports that male students received lengthy suspensions after they reported being filmed by a biological female in a boys' locker room at Stone Bridge High School.

Excerpts from her questioning are below:

Chairwoman Lisa McClain: "Could you ever see a realm where people that got videotaped would be the actual perpetrator? That the people that actually were videotaped were the problem? Could you ever see that being a problem?"

Dr. Spence: "So, no."

Chairwoman McClain: "Well, let me ask you a couple questions then. I'd appreciate that. Let's go on to a specific instance that happened in May 2025. Three boys at Stone Bridge High School complained to the administrators that after they were filmed by a biological female in the boys locker room-which you clearly stated is unacceptable and you can't see a scenario that that would be a problem-could you tell me what your school's response was to that?"

Dr. Spence: "I know this is going to be frustrating to you, but I'm not going to speak on the specifics of it."

Chairwoman McClain: "It's not going to be frustrating to me. It's going to be frustrating to you. Okay. You want to speak in hypotheticals if you don't want to speak to specifics. That's cool."

Dr. Spence: "No, no. I'll give you-"

Chairwoman McClain: "You don't want to speak specifics. I'm willing to speak in general and say-"

Dr. Spence: "Based on our policies, we would never discipline students absent a violation-"

Chairwoman McClain: "Let's speak in hypothetical disciplinary policy. I'm going to give you your world, right? Since you're afraid to speak in specifics, even though your guidelines are not going to speak about a specific student incident. Okay, just out of curiosity, why not?"

Dr. Spence: "Because I'm not at liberty to."

Chairwoman McClain: "Sure you are. You're choosing not to. Sir, you're a highly educated individual. You know you can speak on specifics. This is a won't. But I'll give you your world.

Let's speak hypothetically. So, hypothetically speaking, there are three boys in a locker room. Hypothetically speaking, what usually happens in a locker room? People change in locker rooms. They undress. It should be a private space. Hypothetically speaking. Right, sir Mr. Spence, paying attention?"

Dr. Spence: "I am."

Chairwoman McClain: "Okay, great. So, hypothetically speaking, is that correct?"

Dr. Spence: "Correct."

Chairwoman McClain: "Great. Just to clarify. Hypothetically speaking, locker rooms-people should be able to change. It's kind of a private space, right?"

Dr. Spence: "Yeah."

Chairwoman McClain: "Good. I'm glad we agree. In what universe, hypothetically speaking, would it make sense to you for a biological female, or anyone for that matter, to come in and begin videotaping me?

And then the three boys that hypothetically, in your world, got videotaped got a ten-day suspension, and the perpetrator-you know, the biological female in the boys bathroom, that's supposed to be a safe space, which you say is completely unacceptable to film in safe places.

Could you explain in what realm, what universe, hypothetically speaking, that biological female would receive a lesser sentence? The person that does the filming gets, hypothetically, a one-day in-school suspension. But the victims that got filmed got a ten-day suspension. Hypothetically, what's your response to that hypothetical question?"

Dr. Spence: "Our school division would not discipline students absent a violation of our disciplinary policies."

Chairwoman McClain: "Excuse me? What the heck does that mean? In what realm does that make sense to you?"

Dr. Spence: "A violation of our discipline-"

Chairwoman McClain: "So what realm does that make sense to you, sir?"

Dr. Spence: "Our school division-"

Chairwoman McClain: "That's a great answer to a question I didn't ask. The victims got a ten-day suspension. Hypothetically, the person-the biological female that did the filming-got a one-day suspension. Hypothetically, you're telling me that's okay? That's tolerable? That's cool? That's acceptable."

Dr. Spence: "As I said before, our school district will discipline students who-"

Chairwoman McClain: "That's extremely weak, pathetic, and thank God my children didn't go to your school."
