ESA approves amendments to Norwegian support scheme for green industrial projects

The EFTA Surveillance Authority (ESA) has today approved amendments to, and the prolongation of, an aid scheme for promoting full-scale green industrial projects in Norway under the Clean Industrial State Aid Framework (CISAF).

The scheme is established under the Green Industry Financing Fund (GIFF), which has an overall budget of NOK 4.1 billion. The scheme will provide loans on favorable terms to projects in Norway that contribute to increasing manufacturing capacity in clean technologies in order to ultimately reduce emissions and reinforce European green value chains.

Administered by Innovation Norway, the scheme prolongs and amends the scheme first approved by ESA in 2024 under the Temporary Crisis and Transition Framework (TCTF) and will run until 31 December 2030.

Following an assessment of the notified scheme, ESA has concluded that the scheme constitutes State aid that is compatible with the EEA State aid rules. ESA therefore does not have any objections to its implementation.

CISAF sets out how the 30 EEA States can design State aid measures to support the development of clean energy, industrial decarbonisation and clean technologies, while facilitating fair competition across the EEA. It replaces TCTF and will remain in force until 31 December 2030. Read more about CISAF on ESA's information page.
