Signal Prioritization Workshop for Viksit Uttarakhand @2047 Vision

16 June 2025, Uttarakhand: The state marked a key milestone in its long-term development planning by hosting the "Signal Prioritisation Workshop for the Development of Viksit Uttarakhand @ 2047 Vision." This strategic initiative aligns closely with the Honourable Prime Minister's call for Viksit Bharat @ 2047, encouraging states to proactively shape their developmental trajectory.

Organised with the support of knowledge partner UNDP, the workshop aimed to structure and prioritise over 218 "signals"-emerging indicators and trends-identified by cross-sectoral working groups. These signals span critical domains such as climate change, infrastructure development, economy and employment, empowering local self-government, finance, security peace and justice reflecting a comprehensive, forward-looking approach.

The inaugural session was graced by Chief Secretary Shri Anand Bardhan, Shri Shatrughna Singh, CEO of SETU Aayog, and Dr. Sridhar Babu Addanki, Secretary, Planning.

In his keynote address, Shri Bardhan underscored that this visioning exercise must be a core priority for all government departments. "This is not a plan for the present, but an investment in the future generations," he stated, emphasising the critical role of government officials in shaping and implementing long-term policy. He added that SETU Aayog, along with UNDP, will provide the framework with defined parameters and measurable outcomes.

Shri Shatrughna Singh, CEO SETU Aayog offered a macroeconomic perspective, highlighting the importance of capital infusion, global technological adoption, and inclusive development as key drivers in Uttarakhand's transition from a lower-middle income to a high-income state.

Dr. Sridhar Babu Addanki, Secretary Planning presented various benchmarks across the six sectors to sectors to guide and stimulate participant discussions during the visioning exercise. Vikas Verma from UNDP introduced the Foresight for Future (FFF) toolkit, which is tailored for Uttarakhand to analyse and map signals through a strategic foresight lens. Unlike traditional forecasting, this approach anticipates change, maps possible pathways, and strengthens resilience against future uncertainties and impact analysis through the PESTLE (Political, Economic, Social, Technological, Legal, Environmental) framework.

This initiative builds upon earlier efforts like Vision 2030, but with a renewed emphasis on co-creation, data-driven decision-making, and adaptability to evolving global contexts or 'poly-crises.' The outcomes of this workshop will feed into a dynamic Viksit Uttarakhand @ 2047 Vision Document-a living blueprint that will be periodically reviewed to ensure agility, inclusivity, and relevance to emerging challenges and opportunities.
