Pepper Tree Frosty Update

A Message from the City of Vista: Honoring Legacy, Embracing the Future at Pepper Tree Corner

For more than 70 years, Pepper Tree Frosty has been a beloved local institution in Vista, rooted in tradition, family, and community. The City recognizes residents' deep affection for this iconic landmark and the vital role the Villasenor family has played in Vista's story since 1953.

Recently, the Villasenor family announced plans to begin a new chapter for Pepper Tree Frosty in partnership with Tideline Partners. Together, they are proposing to thoughtfully redevelop the site at South Santa Fe Avenue and Eucalyptus Avenue-affectionately known as "Pepper Tree Corner." This project envisions a modernized version of the family's cherished eatery, alongside new retail opportunities and apartment homes that support the long-term vitality of our community.

In the words of the Villasenor family:

"We are looking forward to the future, but grateful for the past as we continue the legacy of Pepper Tree Frosty in a new way. We aren't going anywhere, and we hope that you will continue to stay with us as you have for generations."

As with all development proposals in Vista, this project will undergo a formal public review process. The first step in this process will be an Early Design Review presented to the Vista Planning Commission on:
